What are responsibilities of the People's Committees of provinces and central-affiliated cities for substitute care of children in Vietnam?

Pursuant to Article 1, Clause 15 of Circular 14/2020/TT-BLDTBXH, the responsibilities of the People's Committees of provinces and central-affiliated cities for substitute care of children in Vietnam are as follows:

a) Directing the Department of Labor, War Invalids and Social Affairs to implement the regulations on substitute care for children, including:

a1) Organizing the implementation of substitute care for children in accordance with this Circular.

a2) Coordinating with the Departments of Health, Education and Training, relevant agencies, organizations, social support facilities, and service providers for child protection in the locality to support the services for children receiving substitute care as specified in this Circular.

a3) Organizing counseling, providing guidance on policy implementation, and supporting substitute caregivers and children in substitute care.

a4) Reviewing the list of children in social support facilities, considering recommendations from these facilities, and deciding or proposing competent authorities to transfer children to appropriate substitute care forms.

a5) Organizing training, improvement of skills, and professional training for officials, labor veterans and social affairs staff at all levels, social support facilities, personnel involved in child protection at the commune level, relevant organizations, and individuals involved in substitute care for children.

a6) Reporting annually on the implementation of substitute care for children in the locality before December 25 and submitting ad-hoc reports when required.

b) Inspecting and auditing the implementation of regulations on substitute care for children in the area.

c) Allocating funds and mobilizing resources to implement this Circular at the local level in accordance with legal regulations.

According to Clause 2, Article 15 of Circular 14/2020/TT-BLDTBXH, the responsibilities of the district-level People's Committees regarding substitute care for children are specified as follows:

a) Directing the Department of Labor, War Invalids, and Social Affairs to implement the regulations on substitute care for children, including:

a1) Organizing the implementation of substitute care for children in accordance with this Circular.

a2) Coordinating with the Department of Health, Department of Education and Training, relevant agencies, organizations, individuals, social support facilities, and service providers for child protection in the locality to support services for children receiving substitute care and those in need of substitute care as specified in this Circular.

a3) Organizing training, capacity building, and professional development for officials, labor veterans, and social affairs staff at the district level, social support facilities, personnel involved in child protection at the commune level, and relevant organizations and individuals involved in substitute care for children.

b) Allocating funds and mobilizing resources to implement substitute care for children in the locality in accordance with legal regulations.
