What are regulations on the management regime of the District Social Insurance Director in Vietnam?

Pursuant to Clause 1, Article 8 of the Decision 2355/QD-BHXH 2022 (effective from January 1, 2023) stipulating the management regime of the District Social Insurance Director in Vietnam as follows:

1. Management regime:

District Social Insurance is managed and operated by the Director; Deputy Directors shall help the Director. Director and Deputy Directors of District Social Insurance are appointed, relieved from duty, dismissed, transferred, transferred, rewarded and disciplined according to the process of appointment and decentralization of staff management.

The number of deputy directors of district social insurance shall be determined by the General Director of Vietnam Social Insurance within the average number of deputy directors of district social insurance decided by the competent authority.

What is the working regime of the District Social Insurance Director in Vietnam?

Pursuant to Clause 2, Article 8 of the Decision 2355/QD-BHXH 2022 (effective from January 1, 2023) stipulating the working regime of the District Social Insurance Director in Vietnam as follows:

2. Working regime:

a) The director of the district Social Insurance works under the head regime; ensure the principle of democratic centralism; promulgate working regulations, information and reporting regimes of the district Social Security under the direction and guidance of the provincial Social Insurance and direct and inspect the implementation of such regulations;

b) The Director of the District Social Insurance shall assign or authorize the Deputy Director to handle the work under the authority of the Director. The Director is responsible for the decisions of the Deputy Director assigned or authorized to deal with.

What are responsibilities of the District Social Insurance Director in Vietnam?

Pursuant to Clause 3, Article 8 of the Decision 2355/QD-BHXH 2022 (effective from January 1, 2023) stipulating responsibilities of the District Social Insurance Director in Vietnam as follows:

3. Responsibilities:

a) Organize the performance of functions and tasks specified in Articles 5 and 6 of this Decision;

b) Decide on jobs under the management scope and competence of the district Social Security and take responsibility for such decisions;

c) Direct the organization and implementation of internal rules and regulations of Vietnam Social Insurance, Provincial Social Insurance; To decide on measures to strengthen discipline and administrative discipline; monitor and evaluate public employees; implementing administrative reform in association with strengthening post-inspection; prevent corruption, wastefulness, bureaucracy, tyranny, tyranny and other negative manifestations among district Social Security officials and take responsibility when violations occur;

d) The Director of the District Social Insurance is responsible to the Director of the Provincial Social Insurance and before the law for organizing the performance of tasks;

dd) Comply with the provisions of the law, the Vietnam Social Insurance, the provincial Social Insurance and the regulations on state administrative management of the district-level People's Committee.
