Pursuant to Clause 1 Article 7 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating functions of the Inspection Department under the Vietnam Social Insurance as follows:

The Department of Inspection - Inspection has the function of assisting the Provincial Social Insurance Director in organizing specialized inspection of the payment of social insurance, unemployment insurance and health insurance; inspect the implementation of social insurance, unemployment insurance and health insurance regimes and policies; organize the implementation of people reception, settlement of complaints, denunciations, recommendations and reflections according to the provisions of law, of Vietnam Social Security and the decentralization of management of the provincial Social Insurance.

What are duties and powers of the Inspection Department under the Vietnam Social Insurance?

Pursuant to Clause 2 Article 7 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating duties and powers of the Inspection Department under the Vietnam Social Insurance as follows:

a) Develop programs and plans and coordinate with local competent agencies and professional departments to inspect the implementation of regimes and policies, and collect and spend social insurance and unemployment insurance premiums. health insurance, for organizations and individuals participating in social insurance, unemployment insurance, health insurance and medical examination and treatment establishments that sign contracts for medical examination and treatment with health insurance.

b) Develop and submit to competent authorities for approval inspection plans, specialized inspection plans and send them to Vietnam Social Security for approval; organize specialized inspection and examination according to the approved plan. Unscheduled inspection of units under the Provincial Social Insurance in the implementation of regimes, policies, collection and expenditure of social insurance, unemployment insurance, health insurance and financial management according to regulations. determined. c) Handle complaints, denunciations, petitions and reflections, usually directly by citizens in accordance with the law and Vietnam Social Security. Synthesize and report on the results of specialized inspection, unexpected inspection, inspection work, inspection coordination, inter-sectoral inspection, public reception, settlement of complaints, complaints and denunciations report according to regulations.

d) Assist the Provincial Social Insurance Director in proposing and recommending to competent state management agencies and superior agencies of the employer, health insurance medical examination and treatment establishments in the locality. province to handle violations of the law on social insurance, unemployment insurance, and health insurance. dd) Provide professional guidance on the inspection and reception of citizens, settlement of complaints and denunciations about the district Social Insurance. e) Join the interdisciplinary inspection team on inspection of the implementation of policies and regimes on social insurance, unemployment insurance and health insurance for units in the locality.

g) Coordinate with the Information Technology Department and related units in identifying and providing abnormal signs in the implementation of policies and laws on social insurance, unemployment insurance, health insurance falls within the scope of functions and duties of the Provincial Social Insurance.

h) Guide the use and implementation of electronic transactions within the scope of functions and tasks of the division for the district Social Insurance and organizations and individuals in accordance with the law and the Social Insurance. Vietnamese Association.

i) Participate in and propose to competent authorities the formulation, amendment and supplementation of regimes and policies in the field of social insurance, unemployment insurance, and health insurance.

k) Cooperate with relevant professional units in propagating and disseminating regimes, policies and laws in their assigned domains; participate in professional training according to their assigned functions and tasks.

l) Organize the implementation of administrative reform programs and plans according to their assigned functions and tasks; apply the quality management system according to the national standard TCVN.

m) Carry out digital transformation and data connection according to the department's professional fields. Participating in scientific research and application of information technology in risk management for inspection and specialized inspection and settlement of complaints and denunciations.

n) Manage officers and property of the department according to regulations.

o) Perform other tasks assigned by the Director of Social Insurance of the province.

The Personnel and Organization Department has the function to assist the Provincial Social Insurance Director in managing and organizing the implementation of the following tasks: Organizational apparatus; payroll; staff work; discipline; training and retraining; Emulation and Reward; administrative reform; Anti-corruption; work for the advancement of women; local military work; youth work; gender equality; implementation of the democratic regulations; the implementation of the application of the quality management system according to the national standard TCVN; organize the implementation of regimes and policies for civil servants and public employees of the Provincial Social Insurance in accordance with the law and the management decentralization of the Vietnam Social Insurance.
