What are functions of the Department of Collections of Books and Cards of Vietnam Social Insurance?
Pursuant to Section 1 Article 1 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating functions of the Department of Collections of Books and Cards of Vietnam Social Insurance as follows:
The Department of Collection, Book and Card Management has the function to assist the Directors of Social Insurance of provinces and centrally run cities (hereinafter referred to as the Provincial Social Insurance) in managing and organizing the collection and collection of late payment of social insurance, unemployment insurance, health insurance; exploitation, development and management of participants in social insurance, unemployment insurance and health insurance; manage, guide and organize the issuance of social insurance books and health insurance cards; the recording and confirmation of the payment process, certification of social insurance books for participants of social insurance and unemployment insurance and changes in payment of social insurance, unemployment insurance, and health insurance, insurance for occupational accidents, occupational diseases of the participants of social insurance, unemployment insurance, health insurance, occupational accident insurance according to the provisions of law and the guidance of Vietnam Social Insurance and the management decentralization of the Provincial Social Insurance.
What are duties and powers of the Department of Collections of Books and Cards of Vietnam Social Insurance?
Pursuant to Section 2 Article 1 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating duties and powers of the Department of Collections of Books and Cards of Vietnam Social Insurance as follows:
a) Assume the prime responsibility for, and coordinate with relevant professional units in, formulating estimates and allocating revenue plan targets, targets to strive to reduce the late payment of social insurance, unemployment insurance, and insurance premiums; annual health care for the district Social Insurance and the Revenue Management Department - Book and Card on the basis of the plan assigned by the Vietnam Social Security; building cost estimates to support the collection of social insurance, unemployment insurance and health insurance; planning conferences to develop participants, seminars, and consultations with employers; training funds for employees of the service organization collecting social insurance and health insurance (collectively referred to as collectors) and proposing the effective use of the funds in accordance with the law and regulations of Vietnam Social Security. Coordinate with the Department of Planning - Finance to make a financial plan - the state budget for 3 years.
b) Assume the prime responsibility for, and advise on, the signing of contracts for the collection of social insurance, unemployment insurance and health insurance premiums. Organize the collection and collection of late payment of social insurance, unemployment insurance and health insurance according to the approved plan; management of participants in social insurance, unemployment insurance and health insurance. Guide employers and health insurance participants to register initial medical examination and treatment establishments.
c) Assume the prime responsibility for, and advise and assist the Provincial Social Insurance Director, to coordinate with the Department of Labor, War Invalids and Social Affairs, the Department of Health and relevant state agencies in formulating and submitting to the Provincial Party Committee, the People's Council and the Provincial Party Committee. People, Provincial People's Committee promulgate Directives, Resolutions, Leadership Plans, implement social insurance and health insurance regimes and policies; Resolution of the Provincial People's Council on financial support for social insurance and health insurance participants from the local budget; submit to the Provincial People's Committee to develop a plan to assign targets for the development of people participating in social insurance, unemployment insurance and health insurance.
d) Take the lead in advising and assisting the Provincial Social Insurance Director: grouping and managing data of potential subjects, data of people who reserve time to participate in social insurance and unemployment insurance; promulgate programs and plans to organize consulting conferences and dialogues with employers; conference to develop participants of voluntary social insurance and self-pay health insurance according to potential target groups; monitor and urge the implementation after being approved. Synthesize and monitor the district Social Insurance on the development of participants.
dd) Guide organizations and individuals new to social insurance, unemployment insurance and health insurance to complete the procedures for registration of participation, adjustment of payment of social insurance, unemployment insurance and health insurance.
e) Manage, check and compare the list of participants in social insurance, unemployment insurance and health insurance; summarizing, making statistics, and appraising the number of people who have participated, the number of people who have not yet participated in social insurance, unemployment insurance, and health insurance; determine the amount receivable, the amount already collected, the amount not yet collected, the amount collected in advance for the following year; assess and analyze the situation on the number of participants, the level of payment, the basis for payment of social insurance, unemployment insurance, and health insurance.
g) Act as the focal point to advise the Provincial Social Insurance Director to coordinate with the local state management agency in charge of labor in updating information on the situation of employment and change of labor in the locality; tax authorities' information on employees and wages and taxable income; information of the business registration authority on the establishment and operation of enterprises, individual business households and cooperatives. Coordinate with local management agencies in reviewing and dealing with screening, updating data, exploiting and developing participants of social insurance, unemployment insurance, health insurance; periodically exchange information with local state management agencies.
h) Advise and assist the Director of Social Insurance of the province in managing the system of collecting social insurance and health insurance collection services according to the assigned scope; organize professional training, exploiting skills, develop participants, issue cards to collectors. Direct and guide the district Social Insurance to comply with decentralization.
i) Advise and assist the Provincial Social Insurance Director: implement solutions to limit and handle the situation of payment evasion and late payment of social insurance, unemployment insurance and health insurance in the province; report to the People's Committee of the province to take necessary measures to handle the problem of payment evasion and late payment of social insurance, unemployment insurance and health insurance in order to protect legitimate rights and interests on social insurance, unemployment insurance, health insurance of employees.
k) Assume the prime responsibility for, and coordinate with relevant units in, advising and assisting the Provincial Social Insurance Director to consider and settle the calculation of working time for employees before January 1, 1995 (including cases where the workers who no longer have original records showing their working time in the state sector) and adjusted to doing heavy, hazardous, dangerous or particularly hard, hazardous or dangerous occupations or jobs before January 1, 1995 under the guidance of the Ministry of Labor, War Invalids and Social Affairs and Vietnam Social Insurance.
l) Organize the issuance of social insurance books and health insurance cards and record and certify the participation in social insurance, unemployment insurance and health insurance for each subject to serve as a legal basis for settlement of social insurance, unemployment insurance and health insurance regimes. Assume the prime responsibility for, and coordinate with relevant units in, formulating and submitting to the Provincial Social Insurance Director for approval a plan for printing, distributing and managing draft social insurance books and health insurance cards. Monitor increase and decrease in social insurance books and health insurance cards.
m) Provide professional guidance and inspect the implementation of plans on collection of social insurance, unemployment insurance and health insurance; the issuance and use of social insurance books and health insurance cards and operations related to the issuance and management of social insurance books and health insurance cards for the district Social Insurance and other organizations and individuals as prescribed. Synthesize and monitor the district Social Insurance on management of late payment of social insurance, unemployment insurance and health insurance.
n) Review and approve the settlement of social insurance, health insurance and unemployment insurance revenues of the district Social Insurance in accordance with the provisions of Vietnam Social Insurance. Assume the prime responsibility for, and coordinate with relevant units in granting certificates of non-co-payment in the year to health insurance participants in accordance with the law and Vietnam Social Security.
o) Perform digital transformation and data connection according to the department's professional fields. Manage, update, exploit, use and take responsibility for the accuracy and timeliness of decentralized and decentralized information technology databases.
p) Guide the use of the software and organize the implementation of electronic transactions within the scope of functions and tasks of the division for the district Social Insurance and organizations and individuals in accordance with the law and the Vietnam Social Security.
q) Cooperate with relevant units in providing information and documents related to lawsuits against units that are late in paying social insurance, unemployment insurance and health insurance premiums in accordance with law.
r) Make a list of units showing signs of violations of the law on payment of social insurance, unemployment insurance and health insurance and send it to the Inspection - Inspection Division, which assumes the prime responsibility for conducting specialized inspection; coordinate in participating in inspection and examination delegations in the fields of social insurance, unemployment insurance and health insurance; coordinate to participate in irregular specialized inspection under the direction of the Director of the Provincial Social Insurance. Coordinating with relevant professional departments to handle letters, reflections, recommendations, complaints and denunciations according to regulations.
s) Participate in and propose to competent authorities the formulation, amendment and supplementation of regimes and policies in the field of social insurance, unemployment insurance, and health insurance.
t) Cooperate with relevant professional units in propagating and disseminating regimes, policies and laws in their assigned domains; participate in professional training according to their assigned functions and tasks.
u) Organize the implementation of administrative reform programs and plans according to their assigned functions and tasks; apply the quality management system according to the national standard TCVN.
v) Comply with the information, statistics and reporting regime as prescribed; participate in scientific research and application of information technology in their work: management of collection, collection of late payment of social insurance, unemployment insurance, health insurance, management of issuance of social insurance books, cards Health Insurance.
x) Manage officers and property of the department according to regulations.
y) Perform other tasks assigned by the Director of the Provincial Social Insurance.

Pursuant to Section 1 Article 2 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating functions of the Department of Social Insurance Regime under Vietnam Social Insurance as follows:
The Department of Social Insurance Regime has the function to help the Director of the Provincial Social Insurance in organizing the settlement of entitlement to compulsory social insurance, voluntary social insurance, occupational accident and occupational disease insurance (hereinafter referred to as the social insurance regime) and manage the implementation of the social insurance and unemployment insurance regimes; manage beneficiaries and levels of entitlement to social insurance and unemployment insurance regimes in accordance with the law, Vietnam Social Insurance and the provincial Social Security's management decentralization.
