What are functions of the Case Management Department under the Social Insurance of Hanoi and Ho Chi Minh City?

Pursuant to Clause 1, Article 11 of Decision 2133/QD-BHXH 2019 stipulating functions of the Case Management Department under the Social Insurance of Hanoi and Ho Chi Minh City as follows:

1. Function:

The Department of Records Management has the function of helping the Director of the City Social Insurance to organize the management and storage of records and documents in the provincial Social Insurance system in accordance with the law and the Vietnam Social Insurance and decentralized management of the City Social Insurance.

What are duties and powers of the Case Management Department under the Social Insurance of Hanoi and Ho Chi Minh City?

Pursuant to Clause 2, Article 11 of Decision 2133/QD-BHXH 2019 stipulating duties and powers of the Case Management Department under the Social Insurance of Hanoi and Ho Chi Minh City as follows:

2. Duties and powers:

a) Develop and submit to the Director of the City Social Insurance a long-term and annual plan on the archiving of records and documents in the city's Social Insurance system and organize the implementation after it is approved.

b) Instruct and inspect the professional departments and the district Social Insurance in making and managing dossiers and storing dossiers and documents according to regulations.

c) Receive and check the procedures for applying for social insurance benefits according to the process of receiving social insurance and unemployment insurance benefits, and manage and archive them according to regulations.

d) Collect, classify, correct and value documents in service of the management, statistics and exploitation of administrative and professional records and documents.

dd) Select dossiers and documents on the list to be submitted to archive and destroy invalid documents after they are approved by competent authorities as prescribed.

e) Make plans to build, upgrade and maintain the warehouse; Procurement of necessary equipment and means for storage.

g) Provide instructions on the use and implementation of electronic transactions within the scope of functions and tasks of the division for the district Social Insurance and organizations and individuals in accordance with the law and the Vietnam Social Insurance. Manage and be responsible for data in the file management software in the whole province.

h) Participate in, propose to competent authorities the formulation, amendment and supplementation of regimes and policies in the field of social insurance, unemployment insurance and health insurance.

i) Organize the implementation of administrative reform programs and plans according to their assigned functions and tasks; Apply quality management system according to ISO standard.

k) Comply with the information, statistics and reporting regime as prescribed; participate in scientific research and application of information technology in archival work.

l) Manage officers and property of the department according to regulations.

m) Perform other tasks assigned by the Director of the City Social Insurance.

What are regulations on management regime of the Head of the Operations Department, the Chief of the Office of the Provincial Social Insurance in Vietnam?

Pursuant to Clause 1, Article 12 of Decision 2133/QD-BHXH 2019 stipulating management regime of the Head of the Operations Department, the Chief of the Office of the Provincial Social Insurance in Vietnam as follows:

1. Management mode:

Departments and Offices are under the direct management and administration of the Provincial Social Insurance Director and under the professional direction, inspection and guidance of the units under the Vietnam Social Insurance.

Divisions and Offices are managed and operated by the Head of the Department and by the Chief of the Office according to the head regime; assisting the Head of the Department, the Chief of the Office has the Deputy Heads and Deputy Chiefs of the Office.

The Head, Chief of Office, Deputy Head, Deputy Chief of Office of the Provincial Social Insurance Office shall be appointed, relieved of duty, dismissed, transferred, transferred, rewarded and disciplined by the Director of the Provincial Social Insurance and decentralization of Vietnam Social Insurance.

The number of Deputy Heads and Deputy Chiefs of the Office of the Provincial Social Insurance Office shall not exceed 03 people, as specified in the document regulating the management structure of the Vietnam Social Insurance.
