Title: Can Voluntary Health Insurance Be Purchased at the Post Office?
Clause 1, Article 2 of the Regulations on the operation of a social insurance and health insurance collection agency issued with Decision 1599/QD-BHXH in 2016 stipulates:
The collection agency is an organization that has signed a social insurance and health insurance collection agency contract with the Social Insurance agency. This includes: commune-level People’s Committee, public service provider, political-social organization, socio-professional organization, and economic organization.
Official Dispatch 3116/BHXH-BT in 2017 regarding the implementation of social insurance and health insurance collection through the postal system stipulates:
In accordance with Decision No. 1599/QD-BHXH dated October 28, 2016, Vietnam Social Security requires Social Insurance agencies of provinces and centrally-run cities (hereinafter collectively referred to as provincial Social Insurance) to implement the following:
- Coordinate with the provincial Post Office
a) Coordinate to sign and implement the provisions of the social insurance, health insurance collection agency contract and public service provision as stipulated in the contract between Vietnam Social Security and Vietnam Post Corporation (contract template sent via email to units) after the current contract expires. In cases where a contract has already been signed with the provincial post office in accordance with Decision No. 1599/QD-BHXH, both parties shall jointly establish an appendix supplementing the service content under the principle contract No. 80/2017/BHXHVN-BDVN.

=> According to the above regulations, the post office can provide health insurance services. Therefore, you can purchase voluntary household health insurance at your local post office.
