Is It Permissible to Authorize Parents to Pay Voluntary Social Insurance Contributions?
Based on the provisions of Clause 1, Article 2 of Circular 01/2016/TT-BLDTBXH:
Individuals participating in voluntary social insurance as stipulated in Clause 1, Article 2 of Decree 134/2015/ND-CP are Vietnamese citizens aged 15 years or older and do not fall under the compulsory social insurance category as prescribed by the law on social insurance.
According to this regulation, if you are working as a freelancer abroad but still are a Vietnamese citizen and do not belong to the compulsory social insurance category, you are completely eligible to participate in voluntary social insurance.
The provisions of this Circular and the relevant legal documents on voluntary social insurance do not contain any content stating that employees are not allowed to authorize someone else to replace them in completing the procedures for participating in voluntary social insurance and paying monthly insurance premiums.
Therefore, in the case you are abroad and unable to return to participate in voluntary social insurance, you can fully authorize your parents to complete the voluntary social insurance application on your behalf using your personal information. Later, the entitlement to voluntary social insurance benefits will still belong to you.
