Is it necessary to submit the temporary residence book when claiming a one-time social insurance payout?
According to Clause 1, Article 6 of Decision 166/QD-BHXH in 2019 on the reception and return of dossiers, specifically:
For the case of enjoying one-time social insurance, the dossier includes:
- Social Insurance Book.
- Request form according to Form No. 14-HSB.
- For individuals moving abroad for permanent residence, an additional copy of the confirmation document from the competent authority regarding the renunciation of Vietnamese nationality or a certified or notarized Vietnamese translation of one of the following documents:
+ Passport issued by a foreign country.
+ Visa issued by a competent foreign authority confirming permission to enter for the purpose of permanent residence abroad.
+ Document confirming that the individual is undergoing procedures for naturalization in a foreign country; a document confirming or a permanent or temporary residence card for 05 years or more issued by a competent foreign authority.
- In case of suffering from life-threatening diseases such as: cancer, polio, ascites cirrhosis, leprosy, severe tuberculosis, HIV/AIDS that has progressed to AIDS, an additional extract/summary of the medical record showing the inability to self-serve is required; if suffering from other diseases, it must be replaced by the Assessment Record of the Reduction in Working Capacity prepared by the Medical Assessment Council showing a reduction in working capacity of 81% or more and the inability to self-serve.
- In the case of payment for the medical examination and treatment, additional invoices, receipts of the examination fees, and a list of examination contents from the assessment facility are required.
- Individual declaration on the time and area of service in the army with regional allowances according to Form No. 04B-HBKV (issued together with Circular No. 181/2016/TT-BQP for those who served in the army before January 01, 2007 in areas with regional allowances where the Social Insurance Book does not fully show the necessary information as a basis for calculating the regional allowance).
Thus, when submitting a dossier to enjoy one-time social insurance, it is not necessary to present a temporary residence book. Therefore, you should compare your specific case with the above regulation to prepare the correct and appropriate dossier.
