Is it mandatory to purchase health insurance for the entire household?

Recently, I went to the ward to buy a health insurance card, but the ward office told me that I must purchase the health insurance card for the whole household and they do not sell it to individuals. So, do I have to buy health insurance as a household? If so, what is the payment rate? I hope the Editorial Board can assist me!

Based on Article 5 of Decree 146/2018/ND-CP regulating the family-based participation in health insurance as follows:

- Persons listed in the household registration book, except for those specified in Articles 1, 2, 3, 4, and 6 of this Decree.

- Persons listed in the temporary residence book, except for those specified in Articles 1, 2, 3, 4, and 6 of this Decree and those who have already participated in health insurance as prescribed in Clause 1 of this Article.

- The following individuals are eligible to participate in health insurance under the household category:

+ Religious dignitaries, officeholders, monastics;

+ Individuals living in social protection institutions, except for those specified in Articles 1, 2, 3, 4, and 6 of this Decree, who do not receive state budget assistance with health insurance premiums.

Point e Clause 1 Article 7 of Decree 146/2018/ND-CP stipulates the monthly contribution rates and responsibilities for paying health insurance as follows:

The contribution rates for health insurance for the individuals specified in Article 5 of this Decree are as follows: The first person pays 4.5% of the statutory pay rate; the second, third, and fourth persons pay 70%, 60%, and 50% respectively of the first person’s rate; from the fifth person onward, the rate is 40% of the first person’s rate.

=> Thus, according to current legal regulations, all individuals listed in the household registration book and temporary residence book, except those who already have a health insurance card, are required to participate in household-based health insurance.

Participating in family-based health insurance, your insurance contribution will be gradually reduced based on the number of participants. Specifically, the monthly contribution rates are as follows:

+ The first person will have to pay 4.5% of the statutory pay rate (the current statutory pay rate is 1,490,000 VND), equivalent to 804,600 VND/year;

+ The second person pays 70% of the first person’s rate, equivalent to 563,220 VND/year;

+ The third person pays 60% of the first person’s rate, equivalent to 482,760 VND/year;

+ The fourth person pays 50% of the first person’s rate, equivalent to 402,300 VND/year;

+ The fifth, sixth, seventh... persons pay 40% of the first person’s rate, equivalent to 231,840 VND/year.
