I lost my ID card and am waiting for it to be re-issued and I want to withdraw lump-sum social insurance money. Can I do that or do I have to wait until I have my ID card? I resigned my job more than 1 year ago, I've been paying social insurance for 3 years? What documents are included in the dossier to receive lump-sum social insurance?

According to Article 109 of the 2014 Law on Social Insurance, dossier for enjoyment of lump-sum social insurance allowance:
1. The social insurance book.
2. The employee’s application for enjoyment of lump-sum social insurance allowance (form No. 14-HSB).
In addition, when submitting your application, bring your household registration book or temporary residence book, ID card or citizen identification card.
Thus, ID card or citizen identification card are not mandatory documents in the application for lump-sum social insurance benefits. However, to compare information about social insurance beneficiaries, you still have to present your ID card.
Therefore, if you are waiting to reissue your lost ID card, you can still withdraw social insurance money once. You can present your passport, identification card or driver's license,... with complete personal information when submitting your application to the social insurance agency.

Do I need a household registration book to withdraw lump-sum social insurance in Vietnam?
When withdrawing lump-sum social insurance, do I need a household registration book? I've been out of work for 1 year, and now I'm eligible to receive lump-sum social insurance, so I'm preparing my application. But I wonder if I need to submit a household registration book or not?

According toArticle 109 of the Law on Social Insurance 2014 and Decision 222/QD-BHXH 2021 regulates dossiers for lump-sum social insurance benefits, specifically:
1. The social insurance book.
2. The employee’s application for enjoyment of lump-sum social insurance allowance (Form No. 14-HSB issued with Decision 222);
3. For persons who settle abroad, a copy of the competent agency’s written certification of renunciation of Vietnamese nationality, or a certified or notarized Vietnamese translation of one of the following papers:
a/ Passport issued by a foreign country;
b/ Visa issued by a competent foreign agency, certifying such country’s permission for entry for overseas residence;
c/ Paper certifying such person is carrying out procedures for naturalization in a foreign country; paper certifying residence or permanent residence card or residence card of a term of 5 years or more, issued by a competent foreign agency.

Thus, for applications to receive lump-sum social insurance in Vietnam, there is no need to have a household registration book. Therefore, in this case, you only need to prepare all the documents mentioned above.
Besides, in reality, the social insurance agency still requires people to present their ID card/citizen identification card/Passport to compare beneficiary information. Therefore, you can bring identification documents with full personal information to provide to the social insurance agency upon request in Vietnam.
What documents are included in the application to receive lump-sum social insurance in Vietnam?
- Original copy of Social Insurance Book.
- Original application for enjoyment of lump-sum social insurance allowance (Form No. 14-HSB).
- For persons who settle abroad, a copy of the competent agency’s written certification of renunciation of Vietnamese nationality, or a certified or notarized Vietnamese translation of one of the following papers:
a/ Passport issued by a foreign country;
b/ Visa issued by a competent foreign agency, certifying such country’s permission for entry for overseas residence;
c/ Paper certifying such person is carrying out procedures for naturalization in a foreign country; paper certifying residence or permanent residence card or residence card of a term of 5 years or more, issued by a competent foreign agency.
- In case of life-threatening diseases such as cancer, poliomyelitis, dropsy cirrhosis, leprosy, serious tuberculosis, or HIV infection progressing into AIDS, or other diseases as prescribed by the Ministry of Health; If you suffer from other diseases, replace it with the Minutes of assessment of a decline in working capacity of 81% or more from the Council of Medical Directors, showing the condition of not being able to self-serve.
- In case of payment of medical examination fee, there must be additional invoices and documents for collection of medical examination fee along with the original list of assessment contents of the facility performing medical examination.
- Original personal declaration on time and area of service in the Army with regional allowances (Form No. 04B - HBQP issued with Circular No. 136/2020/TT-BQP dated October 29, 2020 ) for people who served in the Army before January 1, 2007 in areas receiving regional allowances, the social insurance book code does not show complete information as a basis for calculating regional allowances.
