In Clause 5 Article 12 of the 2008 Health Insurance Law, Clause 6 Article 1 of the 2014 amended Health Insurance Law stipulates the participants in health insurance:
5. Group of the household insured including household members except for the ones prescribed in Clauses 1, 2, 3 and 4 this Article.
In Point a Clause 1 Article 21 of the 2008 Health Insurance Law specifies the scope of health insurance benefits as follows:
1. The insured has the following costs covered by the health insurance fund:
a/ Costs of medical examination and treatment, function rehabilitation, regular pregnancy check-ups and birth giving;
In Clause 8 Article 13 of Decree 146/2018/ND-CP, it is stipulated:
Article 13. Validity period of health insurance cards
8. With regard to others, each health insurance card shall be valid from the first date of payment of health insurance contribution. If the policyholders referred to in clause 4 of Article 4, Article 5 and 6 hereof participate in the health insurance for the first time or do not incessantly participate in the health insurance for at least 3 months in a financial year, each health insurance card shall have the validity period of 12 months from the date on which it is in effect as per point c of clause 3 of Article 16 in the Law on Health Insurance.
In Point c Clause 3 of Article 16 of the 2008 Health Insurance Law, Clause 10 Article 1 of the 2014 amended Health Insurance Law supplements some provisions of the Health Insurance Law:
c) The insurance cards of the insured, prescribed in Clause 4 and Clause 5 Article 12 of this Law who purchase health insurance from the effective date of this Law or discontinuously purchase the health insurance for at least 3 months in the financial year, shall be effective after 30 days from the payment for the health insurance.
Therefore, you may be entitled to health insurance when you have paid the health insurance premium. The time you start enjoying health insurance is 30 days after paying the health insurance premium because you participate in health insurance for the first time. Therefore, you should pay the insurance premium 30 days before giving birth to enjoy health insurance when giving birth.

In Point k Clause 1 Article 13 of the 2008 Health Insurance Law amended by Clause 7 Article 1 of the 2014 amended Health Insurance Law stipulates the health insurance rate:
1. Health insurance rates and responsibilities to pay health insurance are prescribed as follows:
k) The monthly premiums of the insured prescribed in Clause 5 Article 12 of this Law must not exceed 6% of the base salaries and such premiums shall be paid by households;
Therefore, the health insurance rate for household participants in health insurance is up to 6% of the base salaries and such premiums shall be paid by households.
