How to Apply for Unemployment Insurance During the Pandemic?

According to Article 17 of Decree 28/2015/ND-CP, stipulations on submitting applications for unemployment benefits are as follows:

- Within 03 months from the date of termination of the labor contract or working contract, employees who are unemployed and wish to receive unemployment benefits must directly submit 01 set of application documents for unemployment benefits to the employment service center at the locality where the employee wants to receive the unemployment benefits.

- The employee can authorize someone else to submit the application or send the application by postal mail if they fall into one of the following cases:

+ Illness or maternity with confirmation from a competent medical facility;

+ Accident with confirmation from traffic police or a competent medical facility;

+ Fire, flood, earthquake, tsunami, enemy disaster, epidemic with confirmation from the Chairman of the commune-level People's Committee.

The submission date of the application for unemployment benefits in the above cases is the date the authorized person directly submits the application or the date recorded on the postal stamp for documents sent by postal mail.

- The employment service center is responsible for receiving, checking the application, issuing an appointment slip to return the results according to the form stipulated by the Minister of Labor - Invalids and Social Affairs, and handing the slip directly to the applicant or sending it by postal mail for those who submit via the postal service; in cases where the application does not comply with the regulations at Article 16 of this Decree, it shall be returned to the applicant with a clear reason stated.
