How much is the penalty if the company does not send the signed copy of the foreign labor contract to the agency that issued the work permit?

According to the regulations at Point b, Clause 1, Article 31 of Decree 28/2020/ND-CP (Effective from April 15, 2020), the regulations are as follows:

A fine ranging from VND 1,000,000 to VND 3,000,000 shall be imposed on employers who commit one of the following violations:

...

b) Failing to send a signed copy of the labor contract to the competent authority that issued the work permit in cases where the foreign worker is employed under a labor contract.

Thus, when a company fails to send a signed copy of the labor contract to the competent authority that issued the work permit in cases where the foreign worker is employed under a labor contract, a fine ranging from VND 1,000,000 to VND 3,000,000 shall be imposed.
