Health Insurance Benefits for Foreign Employees Working in Vietnam
According to Clause 1, Article 1 of Decree 146/2018/ND-CP, the group prescribed to include contributions from both employees and employers consists of:
Employees working under indefinite-term labor contracts, labor contracts with a term of 3 months or more; managers of enterprises, non-public service providers, and managerial executives of cooperatives earning wages; officials and public employees.
Therefore, foreign employees working in Vietnam belong to the group covered by the employer’s health insurance contributions.
And according to Clause 15, Article 1 of the Amended and Supplemented Law on Health Insurance 2014 as follows:
“Article 22. Level of health insurance benefits
- Participants in health insurance when seeking medical consultation and treatment as prescribed in Articles 26, 27, and 28 of this Law shall have their medical costs covered by the health insurance fund within the scope of benefits at the following levels:
...
d) 80% of medical consultation and treatment costs for other groups.”
As such, foreign employees are entitled to 80% of health insurance-covered medical expenses. Therefore, when foreign employees participate in health insurance contributions at an enterprise, they will enjoy the same health insurance benefits as Vietnamese employees.
