Article 67. Pension Adjustment
- Pensions are adjusted based on the rate of increase in the consumer price index, in line with the state budget's capacity and the social insurance fund.
- An appropriate pension increase adjustment is implemented for individuals with low pensions who retired before 1995, ensuring a reduction in the pension gap between retirees from different periods.
- The Government of Vietnam stipulates the timing, subjects, and level of pension adjustments outlined in this Article.
According to the above regulation, an appropriate pension increase adjustment will be implemented for individuals with low pensions who retired before 1995, ensuring a reduction in the pension gap between retirees from different periods.
Thus, only those with low pensions who retired before 1995 will have their pensions adjusted.

From July 1, 2025, which subjects will participate in compulsory social insurance in Vietnam?
Based on Article 2 of the Social Insurance Law 2024 on the subjects required to participate in compulsory social insurance:
- Employees working under a labor contract of indefinite duration, or a labor contract with a definite term of one month or longer, including cases where the employee and employer agree under different names but reflect the nature of paid work with management, administration, and supervision by one party
- Officials and public employees
- Defense workers and public employees, police workers, and those working in other security organizations
- Officers, professional army personnel of the People's Army; professional officers and non-commissioned officers, technical officers and non-commissioned officers of the People's Public Security; persons doing cipher work who receive salaries like military personnel
- Non-commissioned officers, soldiers of the People's Army; non-commissioned officers, compulsory service soldiers of the People's Public Security; military, police, cipher students studying with living allowances
- Permanent militia
- Employees going to work abroad under a contract as regulated by the Law on Vietnamese Employees Working Abroad under Contract, except for cases where international treaties of which the Socialist Republic of Vietnam is a member have different provisions
- Husband or wife not receiving salary from the state budget assigned to work a term with members of Vietnam's representative body abroad entitled to living expense policies
- Enterprise managers, controllers, persons representing state capital, persons representing enterprise capital according to the law; members of the board of directors, General Director, Director, members of the audit board or controllers and other elected management positions in cooperatives and unions of cooperatives, receiving salaries
- Non-specialized workers at commune level, in villages, residential areas
- Individuals working under an indefinite labor contract, a definite labor contract engaged in part-time work, earning a monthly salary equal to or higher than the minimum compulsory social insurance base salary
- Household business owners of registered business households participating as regulated by the Government of Vietnam
- Enterprise managers, controllers, persons representing state capital, persons representing enterprise capital according to the law
- Members of the board of directors, General Director, Director, members of the audit board or controllers and other elected management positions in cooperatives and unions of cooperatives, not receiving a salary
Furthermore, foreign national workers in Vietnam who are subject to compulsory social insurance participation, when working under a definite-term labor contract for 12 months or longer with employers in Vietnam, except for the following cases:
- Internal mobility within enterprises as regulated by the law on foreign employees working in Vietnam
- At the time of signing the labor contract, they have reached the retirement age as prescribed
- International treaties of which the Socialist Republic of Vietnam is a member have different provisions
What are the policies of compulsory social insurance in Vietnam?
Based on Article 4 of the Social Insurance Law 2024 regulating the types and benefits of social insurance:
Article 4. Types and Social Insurance Benefits
- Social pension benefits include the following policies:
a) Monthly social pension benefit;
b) Funeral expense support;
c) Health insurance entitlement is funded by the state budget.- Compulsory social insurance includes the following policies:
a) Sickness;
b) Maternity;
c) Retirement;
d) Survivorship;
e) Occupational accident and occupational disease insurance according to the provisions of the Law on Occupational Safety and Health.

Compulsory social insurance encompasses 5 policies: Sickness, maternity, retirement, survivorship, and occupational accident and occupational disease insurance.
Note: The Social Insurance Law 2024 takes effect from July 1, 2025.
