Eligibility for Monthly Survivorship Allowance and Issuance of Health Insurance Cards
According to Article 3 of Decree 146/2018/ND-CP stipulating the group covered by health insurance funded by the state budget, it includes:
- Commune-level officers who have retired and are receiving monthly allowances from the state budget.

Individuals who have donated a part of their body in accordance with the laws on organ donation and transplantation.
Foreigners studying in Vietnam who are granted scholarships funded by the Vietnamese State budget.
Individuals serving those who have contributed to the revolution and are living with their families, including:
a) Individuals serving Heroic Vietnamese Mothers;
b) Individuals serving invalids with a working capacity reduction of 81% or more;
c) Individuals serving those involved in resistance activities who were affected by toxic chemicals and have a working capacity reduction of 81% or more.
- Individuals aged 80 years or older who are receiving monthly survivorship benefits according to the laws on social insurance.
Therefore, if your mother is receiving monthly survivorship benefits and is already 80 years old, she will be provided with a health insurance card by the state. You can contact the commune-level People's Committee or the social insurance agency for assistance with procedures.
