Pursuant to the provisions of Clause 1, Article 16 of the Health Insurance Law 2008, guided by Article 12 of Decree 146/2018/ND-CP, the health insurance card issued by the social insurance agency reflects the the following information:

1. Personal information of a policyholder, including full name, gender, date of birth, permanent residence or workplace address.

2. Health insurance coverage rate stipulated in Article 14 hereof.

3. Start date of a health insurance card.

4. Name of the primary healthcare establishment.

5. The consecutive 5-year or longer period of health insurance participation of policyholders making co-payment of healthcare costs. 

6. Photo of the policyholder

According to this regulation in Vietnam, the address of the health insurance participant is one of the information shown on the card. Health insurance cards are issued to health insurance participants and serve as a basis for enjoying health insurance benefits. Therefore, displaying information on the card that is not correct compared to the actual information on other documents of the health insurance participant will affect the implementation of procedures to enjoy benefits of the card user in the medical examination and treatment process.

At the same time, Point c, Clause 1, Article 19 of the Health Insurance Law 2008, in case the information recorded on the card is incorrect, the health insurance participant must carry out the procedure to change the card.

1. A health insurance card may be exchanged in the following cases:

a/ It is torn, rumpled or damaged:

b/ The registered primary care provider is changed;

c/ The information printed in the card is incorrect:

How much does it cost to reissue a health insurance card?

During the medical examination, I lost my Health Insurance card. I don't know if I can get it re-issued or not and will it cost money to get it re-issued?

According to Clause 1, Article 18 of the Health Insurance Law 2008, it is stipulated: Health insurance cards are reissued in case of loss.

And Clause 4 of Article 18 of the Health Insurance Law 2008 also stipulates: A person who is re-granted a health insurance card shall pay a charge. The Minister of Health shall set charge rates for the re-grant of health insurance cards.

However, the payment of fees in Clause 4, Article 18 of the Health Insurance Law 2008 has been abolished by Point d, Clause 2, Article 23 of the 2015 Law on Fees and Charges.

Therefore, in case you lose your health insurance card, it will be reissued. When you request a reissue of your health insurance card, there will be no fee in Vietnam.

When working at a new company, do I have to reissue my health insurance card in Vietnam? 

Let me ask, I resign my job at my old company, I moved to a new company. I have completed the insurance transfer procedure and returned the insurance card to the old company. So can I get my health insurance card re-issued to a new company?

According to the provisions of Clause 13, Article 1 of the 2014 amended Health Insurance Law, there are 03 cases where health insurance cards must be revoked:

1. A health insurance card may be revoked in the following cases:

a/ There is fraud in its grant;

b/ The card holder no longer joins health insurance.

c) An individual is concurrently issued with more than one health insurance cards.

According to the above regulations in Vietnam, when leaving work, the employee is responsible for returning the health insurance card to the enterprise. Because at this time, employees will no longer participate in health insurance at the unit where they work.

If through the new company you are still subject to compulsory health insurance ( Article 12 of the Health Insurance Law 2008), you will continue to participate in health insurance according to the provisions of this Law in Vietnam. At that time, your company is responsible for paying health insurance for you according to regulations and you will be issued a new health insurance card after completing the procedures.
