Documentation for Issuance of Health Insurance Cards for Children Under 6 Years Old
Section 6, Article 1 of the Amended 2014 Health Insurance Law stipulates that children under 6 years old are under the group whose health insurance (HI) premiums are paid by the state budget.
Section 11, Article 1 of the Amended 2014 Health Insurance Law provides regulations on the issuance of HI cards, specifically that the dossier for issuing HI cards to children under 6 years old includes:
- Declaration of participation in health insurance by organizations, individuals, or households for those participating in health insurance for the first time;
- List of children under 6 years old participating in health insurance, prepared by the Commune People's Committee based on the household.
Within 10 working days from the date of receiving the complete dossier, the health insurance organization must transfer the health insurance card to the managing agency or organization of the beneficiaries or to the participants themselves.
Currently, if the child has household registration in Ho Chi Minh City, the Commune People's Committee where the child is registered will directly manage, possess the child's information, and is responsible for preparing the list of children under 6 years old participating in health insurance based on households. There is no regulation requiring confirmation that the child was born in the hometown, thus the Commune People's Committee's request for such confirmation has no basis.
