Are employees who settle abroad entitled to receive their pension?
Clause 1, Article 65 of the Social Insurance Law 2014 stipulates the implementation of social insurance benefits for individuals receiving a pension or monthly social insurance benefits who move abroad to settle as follows:

Individuals who are receiving a pension, monthly social insurance benefits, and move abroad to settle will be resolved to receive a lump-sum allowance.
The lump-sum allowance for individuals receiving a pension is calculated based on the time they have contributed to social insurance: for each year of contributing before 2014, they will receive 1.5 months’ worth of the pension they are currently receiving; for each year of contributing from 2014 onwards, they will receive 2 months’ worth of the pension they are currently receiving. For each month they have received a pension, 0.5 months’ worth of the pension will be deducted from the lump-sum allowance, with a minimum amount equivalent to 3 months’ worth of the pension they are receiving.
The lump-sum allowance for individuals receiving monthly social insurance benefits is equivalent to 3 months’ worth of the benefits they are currently receiving.
Thus, employees who settle abroad have the right to request the social insurance agency to resolve their lump-sum allowance while on a pension.

When is the deadline for monthly social insurance contributions to calculate pension benefits?
Pursuant to Clause 1, Article 7 of the Process for collecting social insurance, health insurance, unemployment insurance, labor accident, occupational disease insurance, managing social insurance books, and health insurance cards issued together with Decision 595/QD-BHXH in 2017, the specific provisions are as follows:
Payment methods as stipulated in Articles 85 and 86 of the Social Insurance Law and guiding documents. To be specific:
- Monthly payments
Every month, no later than the last day of the month, the unit must deduct the mandatory social insurance contributions from the monthly wage fund of the employees who participate in mandatory social insurance, and concurrently deduct the monthly wages of each employee according to the prescribed rate, then transfer the total amount to the designated collection account of the social insurance agency at the bank or the State Treasury.
Units such as enterprises, cooperatives, household businesses, and cooperative groups operating in agriculture, forestry, fishery, and salt production that pay wages by product or contract must register to pay contributions every 3 or 6 months with the social insurance agency; the social insurance agency will cooperate with the labor agency to inspect the unit before deciding on the payment method. No later than the last day of the payment method period, the unit must transfer the full amount to the social insurance fund.
Payment by locality
3.1. Units with the main office located in any province will register to participate in social insurance in that province according to the province’s social insurance decentralization.
3.2. Branches of enterprises operating in any locality will pay social insurance in that locality or at the parent company.
- For employees as stipulated in Points a, c, and d of Item 1.7, Clause 1, Article 4, the payment method is every 3 months, 6 months, or 12 months once, or in a lump sum as recorded in the contract for sending employees to work abroad. Employees will pay directly to the social insurance agency before going to work abroad or through the unit, organization managing the sending of employees to work abroad.
The deadline for monthly social insurance contributions is no later than the last day of the month.
Guide to querying pension benefits information on the latest VssID application in 2024
Pursuant to Subsection 1.6, Section 2 of Official Dispatch 3717/BHXH-CNTT in 2020, the VssID application currently provides functionalities for users to query information on all social insurance benefits they have received, such as:
- Lump-sum social insurance benefits.- Sickness, maternity, and health recovery benefits.- Pension benefits, monthly social insurance benefits.- Unemployment insurance benefits.
Below are the steps to query pension benefits information on the latest VssID application in 2024:
Step 1: Log in to the VssID application on your phone.
Step 2: On the Personal Management interface, select the Information Benefits section.
Step 3: Select the Monthly section; the interface will display detailed pension benefits information.
If the application does not display information, it is because the user has not yet met the conditions to receive a pension.
Note: The Social Insurance Law 2014 is in effect until July 1, 2025.
