- In case the child has not been issued a health insurance card, a copy of the birth certificate or a copy of the birth registration certificate must be presented; in the case where immediate treatment is required right after birth and there is no birth certificate, the head of the medical examination and treatment facility and the child's father, mother, or guardian must sign to confirm in the medical record as a basis for payment according to the provisions of Clause 1, Article 27 of this Decree and take responsibility for this confirmation.
