Can a valid Health Insurance Card with a blurred name be exchanged for a new one?

I have been informed that from April 1, 2021, a new model of health insurance card has been issued. At that time, my card was still valid, so I did not switch to the new model. However, now my card has a blurred name, rendering it unreadable, although the expiration date is still valid. May I request to switch to the new model?

According to Clause 1, Article 19 of the Health Insurance Law 2008, the health insurance card is to be replaced in the following cases:

- Torn, damaged, or defective;- Change of initial medical examination and treatment location;- Incorrect information recorded on the card.

Based on the provided information, your health insurance card has a blurred name that cannot be read, which qualifies as damage and thus falls within the case of being eligible for replacement of the health insurance card.

According to Decision 1666/QD-BHXH in 2020, new health insurance cards will be issued from April 1, 2021.

=> Based on the above provisions, although your old model health insurance card with a blurred name is still valid, you must proceed with the procedures to replace your health insurance card. You will be issued a health insurance card in the new model.

You should prepare an application for replacing the health insurance card for participants and the current health insurance card to complete the replacement procedures.
