Are People's Public Security Officers Eligible for Free Health Insurance Cards?

I would like to ask if, according to the current regulations, the People's Public Security Forces (CAND) are entitled to a free health insurance card? If not, what is the monthly contribution rate?

According to Clause 2, Article 2 of Decree 70/2015/ND-CP on the subjects participating in health insurance, it is stipulated that:

People's Public Security Forces participating in health insurance include:

- Officers, non-commissioned officers in operations, and officers, non-commissioned officers in specialized technical fields currently working in the People's Public Security Forces;

- Non-commissioned officers, conscripted soldiers in the People's Public Security Forces;

- Cadets of the People's Public Security Forces receiving living allowances from the state budget.

In addition, Article 3 of this Decree stipulates the roadmap for the implementation of health insurance:

  1. From the effective date of this Decree, implement health insurance for 100% of the subjects stipulated at Point c, Clause 3, Article 2 of this Decree.

  2. From the effective date of this Decree until December 31, 2015, implement health insurance for 15%; from January 1, 2016, implement health insurance for at least 30% of the subjects stipulated in Article 2 of this Decree, except for the subjects stipulated at Point c, Clause 3, Article 2 of this Decree.

  3. From January 1, 2018, implement health insurance for at least 60% of the subjects stipulated in Article 2 of this Decree, except for the subjects stipulated at Point c, Clause 3, Article 2 of this Decree.

  4. From January 1, 2020, implement health insurance for 100% of the subjects stipulated in Article 2 of this Decree.

  5. Based on the roadmap for the implementation of health insurance stipulated in Clauses 2, 3, and 4 of this Article, the Minister of National Defence and the Minister of Public Security shall decide specifically which units under their management will participate in health insurance.

Thus, from January 1, 2020, the People's Public Security Forces are among the groups that are provided with free health insurance. Therefore, currently, the People's Public Security Forces do not have to pay for health insurance cards.
