At Article 15 of Decree 92/2009/ND-CP amended by Clause 7 Article 2 of Decree 34/2019/ND-CP regulates training, fostering and social insurance regimes for part-time workers as follows:
1. Part-time workers at the commune level are trained and fostered with knowledge appropriate to the requirements of the tasks they are currently undertaking; When sent for training and retraining, they are entitled to benefits as prescribed in Clause 2, Article 12 of this Decree.
2. People who work part-time at the commune level are subject to compulsory social insurance.
Thus, when you work as a part-time officer at the commune level, you are still subject to compulsory social insurance according to the provisions of law in Vietnam.
What is compulsory social insurance salary of part-time commune-level officials in Vietnam?
In Clause 1 Article 89 of the Law on Social Insurance 2014 stipulates the monthly salary on which compulsory social insurance premiums are based as follows:
1. For employees subject to the State-prescribed salary benefits, their monthly salary on which social insurance premiums are based is their rank- or grade-based salary plus position-based, extra-rank working seniority-based or occupation-based seniority allowance (if any).
For employees defined at Point i, Clause 1, Article 2 of this Law, their monthly salary on which social insurance premiums are based is the statutory pay rate.
At Point i Clause 1 Article 2 of the Law on Social Insurance 2014 stipulates as follows:
1. Employees being Vietnamese citizens shall be covered by compulsory social insurance, including:
i/ Part-time staffs in communes, wards and townships.
According to this Article, the compulsory social insurance salary when you work as a part-time commune-level officer is the base salary, corresponding to an amount of 1,490,000 VND in Vietnam.

What are allowances and budgets for part-time officials at the commune level in Vietnam?
At Article 14 of Decree 92/2009/ND-CP amended by Clause 5 Article 2 of Decree 34/2019/ND-CP stipulates that commune-level part-time officials are entitled to allowances and budgets as follows:
1. People working part-time at the commune level are entitled to allowances, social insurance and health insurance. The state budget implements allowance funds, including social insurance and health insurance support, to make monthly payments to part-time workers at the commune level according to the Decision on classification of administrative units of communes, wards and towns are as follows:
a) Type 1 is entitled to an allowance fund equal to 16.0 times the base salary;
b) Type 2 is entitled to an allowance fund equal to 13.7 times the base salary;
c) Type 3 is entitled to an allowance fund equal to 11.4 times the base salary.
2. Based on the allowance fund specified in Clause 1 of this Article and based on the characteristics of each commune level, management requirements, regular expenditure ratio of the commune level, funding sources for monetary policy reform local salaries, the Provincial People's Committee submits to the People's Council at the same level to specifically stipulate the following contents:
a) Regulate the titles and arrange the number of part-time workers at the commune level equal to or lower than those specified in Article 13 of this Decree;
b) Specific regulations on allowances for each position, concurrent allowances for people working part-time at the commune level;
c) Specify the level of operating costs of socio-political organizations at the commune level in accordance with the actual situation of the locality.
