At Clause 1, Article 65 of the 2014 Law on Social Insurance, there are provisions regarding the implementation of social insurance benefits for individuals receiving pensions, and monthly social insurance allowances when they go abroad to settle as follows:

1. Individuals receiving pensions and monthly social insurance allowances who go abroad to settle are entitled to a one-time allowance.

  1. The one-time allowance for individuals receiving pensions is calculated based on the duration of social insurance contributions, with each year of contributions before 2014 equating to 1.5 months of the pension being received, and each year of contributions from 2014 onward equating to 2 months of the pension being received; then for each month of pensions already received, the one-time allowance is reduced by 0.5 months of the pension. The minimum amount is equal to 3 months of the pension being received.

  2. The one-time allowance for individuals receiving monthly social insurance allowances is equal to 3 months of the allowance being received.

Therefore, when employees settle abroad, they have the right to request the social insurance agency to resolve and provide a one-time allowance when they are receiving pensions.

When is the Deadline for Monthly Social Insurance Contributions to Calculate Retirement Pensions?

According to Clause 1, Article 7 of the Procedure for collecting social insurance, health insurance, unemployment insurance, labor accident, and occupational disease insurance; managing social insurance books and health insurance cards issued with Decision 595/QD-BHXH in 2017, the specifics are as follows:

Contribution Method as Prescribed in Articles 85 and 86 of the Law on Social Insurance and Guiding Documents. To be specific:

  1. Monthly Contributions

Every month, no later than the last day of the month, the unit deducts mandatory social insurance contributions from the monthly salary fund of the employees participating in mandatory social insurance, simultaneously deducting the monthly mandatory social insurance contributions from each employee's monthly salary according to the prescribed rate, and transfers it all at once to the designated collection account of the social insurance agency at a bank or the State Treasury.

  1. Units that are enterprises, cooperatives, individual household businesses, cooperative groups operating in agriculture, forestry, fishery, and salt production, paying salaries based on products or contracts, register their payment method every 3 or 6 months with the social insurance agency; the social insurance agency cooperates with the labor agency to check the unit before deciding on the unit's payment method. No later than the last day of the registered payment method, the unit must transfer all money into the social insurance fund.

  2. Territorial Contributions

3.1. Units headquartered in any province must register for social insurance contributions in that province according to the provincial social insurance hierarchy.

3.2. Branches of enterprises operating in any locality must contribute to social insurance in that locality or contribute via the parent company.

  1. For employees specified in subpoints a, c, and d, Point 1.7, Clause 1, Article 4, the payment method is every 3 months, 6 months, 12 months, or prepayment according to the duration specified in the contract for sending employees to work abroad. Employees contribute directly to the social insurance agency before going to work abroad or contribute through the entity or non-profit organization sending them abroad.

The deadline for monthly social insurance contributions is no later than the last day of the month.

Instructions for Checking Retirement Pension Information on the Latest VssID Application 2024

According to Subsection 1.6, Section 2 of Official Dispatch 3717/BHXH-CNTT in 2020, the VssID application currently provides a function to check information on all social insurance benefits users have received, such as:

- One-time social insurance benefit.- Sickness, maternity, and convalescence health recovery benefits.- Retirement pension and monthly social insurance benefits.- Unemployment insurance benefits.

Below are the steps to check retirement pension information on the latest VssID application for 2024:

Step 1: Log in to the VssID application on your phone.

Step 2: In the Personal Management interface, select the Benefits Information section.

Step 3: Select the Monthly option, then the interface will display detailed retirement pension information.

If the application does not display information, it is because the user has not met the conditions for retirement pension entitlement.
