Already Purchased Voluntary Health Insurance Card but Issued Health Insurance Card for Difficult Areas, Am I Eligible for Reimbursement?

I voluntarily purchased health insurance for families from January 2021, with a validity period of one year until the end of December 2021. However, because I live in a particularly disadvantaged area, I was issued a health insurance card with support from the state. Therefore, I would like to know if I can get a refund for the amount I have already paid?

Based on Clauses 4, 5 Article 17 and Article 20 of Decision 595/QD-BHXH in 2017, the cases of participation in health insurance according to the subjects belonging to the group supported by the state budget for the payment level, and the group participating in household health insurance are eligible for a refund of the health insurance payment in the following cases:

- The participant is issued a health insurance card under a new group of subjects and now requests a reduction in the value of the previously issued card (ranked after the new subject according to the provisions in Article 12 of the Health Insurance Law);

- The state budget adjusts to increase its support for the payment level of health insurance;

- The participant dies before the health insurance card becomes valid.

=> Thus, to be entitled to a refund, you participate in household health insurance and must satisfy one of the following conditions:

- Participating in health insurance under the group of subjects for which the employee and the unit pay; paid by the social insurance organization; or paid by the state budget.

- The state budget adjusts to increase the support level for health insurance payment.

- The participant in health insurance dies before the health insurance card becomes valid.

According to the information you provided: The old card purchased is a household health insurance card. You are issued a health insurance card under the new subject group which is the group paid by the state budget (people living in areas with especially difficult socio-economic conditions).

Therefore, your case is eligible for a refund of the health insurance payment. Please contact the agency that issued the health insurance card for specific instructions on the procedure.
