What are responsibilities of the Social Security Departments of the Ministry of National Defense for health insurance participants under management of the Ministry of National Defense in Vietnam?

Pursuant to Article 14 of Circular 143/2020/TT-BQP, responsibilities of the Social Security Departments of the Ministry of National Defense for health insurance participants under management of the Ministry of National Defense are as follows:

1. Take charge of implementing the following contents:

a) Issue instructions to agencies and units to organize the implementation of health insurance for the subjects specified in Article 1 of this Circular.

b) Manage the collection, expenditure and use of the health insurance fund in the Ministry of National Defense according to the provisions of law; Check the collection and payment of health insurance in the Ministry of National Defense.

c) Sign medical examination and treatment contracts covered by health insurance with military medical facilities to organize medical examination and treatment for subjects specified in Article 1 of this Circular; Carry out assessment, advance funds and settle medical examination and treatment costs for military medical facilities according to the provisions of Clauses 1 and 2, Article 32 of the 2008 Health Insurance Law, as amended and supplemented in 2014.

d) Report periodically or irregularly to the Ministry of National Defense and Vietnam Social Insurance on the situation of implementing health insurance policies in the Ministry of National Defense at the request of competent authorities.

d) Coordinate with the Department of Military Medicine and the Department of Finance to develop a plan to use the health insurance medical examination and treatment fund in case there is a surplus.

e) Propagate and disseminate policies and laws on health insurance in the Ministry of National Defense.

g) Organize training and professional development for officials working in health insurance in the Ministry of National Defense.

2. Multi-line payment of medical examination and treatment costs covered by health insurance for the subjects specified in Article 1 of this Circular is compiled, compiled and assessed by the Provincial Social Insurance and reporting to Vietnam Social Insurance for payment to the Ministry of National Defense Social Insurance.

3. Apply information technology to manage and ensure information security for all health insurance activities in the Ministry of National Defense; manage health insurance card issuance data; Manage and assess medical examination and treatment costs covered by health insurance on electronic data, ensuring connection with Vietnam Social Insurance in accordance with the characteristics of the Army.

Require medical examination and treatment facilities to transfer electronic data to perform assessments and pay health insurance medical examination and treatment costs according to regulations in Circular No. 48/2017/TT-BYT dated December 28, 2017 of the Minister of Health regulations on electronic data transfer in management and payment of medical examination and treatment costs covered by health insurance.

Pursuant to Article 15 of Circular 143/2020/TT-BQP, responsibilities of the Military Medical Department for health insurance participants under the management of the Ministry of National Defense are as follows:

1. Preside and coordinate with functional agencies to research, advise and propose health insurance regimes and policies for the subjects specified in Article 1 of this Circular.

2. Organize the military medical system, build professional and technical lines in accordance with the requirements of military force organization, meet the health care work of soldiers and perform medical examination and treatment covered by medical insurance for health insurance participants.

3. Propagate and disseminate health insurance policies and laws.

4. Inspect the organization and management of health insurance-covered medical examination and treatment at medical examination and treatment facilities in the Army.

5. Coordinate with the Ministry of National Defense Social Insurance and the Department of Finance to develop a plan to use the remaining health insurance fund.

What are responsibilities of the Department of Finance with health insurance participants under the management of the Ministry of National Defense in Vietnam?

According to Article 16 of Circular 143/2020/TT-BQP, responsibilities of the Department of Finance with health insurance participants under the management of the Ministry of National Defense are as follows:

1. Preside and coordinate with the Department of Military Medicine and competent agencies to advise and propose the implementation of health insurance financial mechanisms and policies suitable to the organizational and operational characteristics of the Army.

2. Ensure funding for health insurance from the state budget for subjects under the responsibility of the Ministry of National Defense; Direct financial agencies and units to collect, pay, and settle health insurance finances in accordance with regulations.

3. Inspect, examine and guide the implementation of legal regulations on health insurance finance in the Ministry of National Defense.

4. Coordinate with the Ministry of National Defense Social Insurance and the Military Medical Department to develop a plan to use the remaining health insurance fund.
