What are overviews and principles of teaching and learning Vietnamese for ethnic minority children before entering first grade in Vietnam?

Based on Article 4 of Circular 23/2023/TT-BGDDT, the overviews and principles of teaching and learning Vietnamese for ethnic minority children before entering the first grade are as follows:

- Approach oriented towards the development of qualities and abilities, with the formation and development of Vietnamese language capabilities being the fundamental orientation.

- Implement child-centered teaching methods, second language teaching methods for teaching Vietnamese to children.

- Organize through activities like playing, experiencing, exploring, suitable with the psychological development characteristics of children transitioning from preschool to primary school.

- Integrate teaching and learning Vietnamese with initial learning skills, integrate teaching and learning Vietnamese with teaching and learning ethnic culture.

- Ensure continuity and connectivity: The content of teaching and learning Vietnamese for ethnic minority children before entering the first grade inherits the content of the preschool education program and connects with the content of the primary education program as prescribed by the Ministry of Education and Training.

At what age can a child in Vietnam enter primary school?

Based on Article 33 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT:

Age of Primary School Students

1. The age for a student to enter the first grade is 06 years old and is calculated based on the year. Disabled children, children with physical or intellectual underdevelopment, children in areas with particularly difficult socio-economic conditions, ethnic minority children, orphans without caregivers, children returning from abroad, and children of foreigners studying and working in Vietnam can enter the first grade at an age higher than the stipulated age but not more than 03 years. Cases of children entering the first grade exceeding 03 years over the stipulated age will be decided by the Director of the Department of Education and Training.

2. Primary school students study at an age older than the prescribed age in cases of repeating a grade, students in areas with particularly difficult socio-economic conditions, ethnic minority students, disabled students, students with physical or intellectual underdevelopment, orphans without caregivers, children returning from abroad, and other cases as prescribed by law.

Children aged 6 years can enter primary school.

In cases of disabled children, children with physical or intellectual underdevelopment, children in areas with particularly difficult socio-economic conditions, ethnic minority children, orphans without caregivers, children returning from abroad, and children of foreigners studying and working in Vietnam, they can enter the first grade at an age higher than the stipulated age but not more than 03 years.

For cases of children entering the first grade exceeding 03 years over the stipulated age, the decision rests with the Director of the Department of Education and Training.

* Duties of Primary School Students

Based on Article 34 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT:

- Study and train according to the school's educational plan and regulations; have self-awareness in studying and training to comprehensively develop qualities and abilities according to the goals of the primary education curriculum.

- Fulfill and effectively perform learning tasks; know how to self-study under the guidance of teachers; actively participate in experiential activities, apply the learned knowledge into practical life; train physically, maintain personal hygiene.

- Be filial to parents, grandparents; respect and be polite to teachers, the elderly; unite, love, and help friends, younger children, the elderly, disabled people, and those in difficult circumstances.

- Abide by school rules, protect school property and public places; comply with traffic safety regulations; maintain hygiene and protect the environment.

- Contribute to activities that build, protect, and promote the traditions of the school and the local area.

* Rights of Primary School Students

Based on Article 35 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT:

- The right to learn

+ Receive education and study to develop comprehensively and maximize their potential; study in a school, class implementing the primary education curriculum convenient for commuting from their residence.

+ Students can choose their school or transfer to another school outside their residence area if the school can accept them.

+ Primary-aged students returning from abroad, children of foreigners studying and working in Vietnam, and children from difficult circumstances yet to attend school can be assessed by the principal to arrange them into appropriate classes.

+ Disabled students can study inclusively in a primary school; get guaranteed conditions to study and train; learn and be assessed according to their individual education plan.

+ Students can shorten the program duration, study older than the prescribed age, extend their study time, or repeat the grade.

+ Physically strong and intellectually advanced students can skip grades within the framework of the education level. The procedure for considering each specific case includes the following steps:

++ Parents or guardians of the student apply to the school.++ The principal establishes a survey and advisory council, including: the principal or vice-principal, the representative board of parents in the school, the student's current teacher, the teacher of the higher class, the medical staff, and the team leader.++ Based on the survey results, the principal completes the dossier and reports to the Director of the Department of Education and Training for consideration.

+ Students with limited academic performance, despite being directly guided and helped by teachers, parents, or guardians, who still fail to accomplish tasks will have their progress considered for promotion or retention by the principal, in collaboration with families, determining appropriate education measures.

- The right to be protected, cared for, respected, and treated equally and democratically; be guaranteed legitimate rights and interests; receive complete information on their academic and training process; have conditions regarding time, facilities, hygiene, and safety ensured for studying and training.

+ Participate in activities that bring out individual potential; express personal opinions and aspirations.

+ Receive scholarships and enjoy social policies as stipulated.

+ Enjoy other rights as defined by law.
