2. Vietnamese youth aged from 16 to 30, actively studying, working, and defending the nation, being informed about the Union and agreeing with its Charter, voluntarily participating in the Union's grassroots organizations, with a clear background, may be considered for admission.

1. Members over 30 years old, the union branch will hold a ceremony for their maturity; if they wish to continue participating in the Union, the branch will review and decide, but no longer than 35 years old.

What are duties and rights of members of the Ho Chi Minh Communist Youth Union in Vietnam?

The duties of members of the Ho Chi Minh Communist Youth Union in Vietnam are stipulated in Article 2 of the Charter of the 12th Ho Chi Minh Communist Youth Union as follows:

- Always strive for the ideals of the Communist Party and President Ho Chi Minh. Actively study, work, train, participate in social activities, build, and defend the nation.

- Exemplarily comply with and encourage youngsters to implement the directions and policies of the Communist Party, state laws. Participate in building and defending the Communist Party, government, and people's organizations. Comply with the Union's Charter and resolutions; actively promote the Union among the youth; attend Union activities and pay membership fees regularly.

- Maintain close contact with the youth, actively build the Vietnam Youth Federation, the Vietnam Student Association, and other members of the Vietnam Youth Federation, the Ho Chi Minh Young Vanguard organization; help the youth and members become union members.

Are students in Vietnam eligible to graduate from upper secondary school without joining the Ho Chi Minh Communist Youth Union?

Pursuant to Article 42 of the Upper Secondary School Graduation Exam Regulations issued together with Circular 15/2020/TT-BGDDT stipulates as follows:

Recognition of Upper Secondary School Graduation

1. Candidates who meet the exam requirements, are not disciplined with exam results cancellation, obtain scores above 1.0 on a 10-point scale for all exam papers and components of the composite test used for graduation recognition, and have a graduation exam score of 5.0 or higher are recognized as upper secondary school graduates.

2. Candidates who meet the exam requirements and are exempted from all exams as per Article 36 of this Regulation are recognized as upper secondary school graduates.

The conditions for being recognized for upper secondary school graduation include:

- Candidates who meet the exam requirements, are not disciplined with exam results cancellation.

- All exam papers and components of the composite test used for graduation recognition achieve scores above 1.0 on a 10-point scale.

- The graduation exam score is 5.0 or higher.

Thus, the law does not stipulate that students who have not joined the Union cannot graduate upper secondary school. However, it is common for students to be admitted into the Union on March 26 when they turn 16 years old.
