What does nomination mean?

Based on Clause 1, Article 3 of Decree 141/2020/ND-CP stipulates as follows:

In this Decree, the following terms are understood as follows:

1. nomination is the method of admission through the selection process for university, college, and intermediate levels for nominees as stipulated in Clause 1, Article 2 of this Decree.

And based on Clause 1, Article 2 of Decree 141/2020/ND-CP stipulates as follows:

Applicable Subjects

1. Nominees who are ethnic minorities eligible for nomination policies include:

a) Ethnic minorities with very small populations.

b) Ethnic minorities in areas with particularly difficult socio-economic conditions that have no or very few ethnic minority officials and public employees.

  1. General education institutions, continuing education, intermediate, college, university; boarding schools for ethnic students; preparatory universities; People's Committees of provinces and centrally run cities and relevant agencies, organizations, and individuals implement nomination policies.

Thus, nomination is the method of admission through the selection process for university, college, and intermediate levels for nominees who are ethnic minorities including:

- Ethnic minorities with very small populations.

- Ethnic minorities in areas with particularly difficult socio-economic conditions that have no or very few ethnic minority officials and public employees.

What are the admission standards under the nomination policies in Vietnam?

Based on Article 6 of Decree 141/2020/ND-CP, the admission standards under the nomination policies are as follows:

- General standards

+ Having permanent residence for 05 consecutive years or more up to the year of admission in areas with particularly difficult socio-economic conditions; having biological parents or legal guardians (or one of the biological parents, legal father, or legal mother), direct caregivers living in these areas;

+ Meeting pre-selection standards for sectors and professions that require pre-selection;

+ Not older than 22 years old up to the year of admission and being healthy according to current regulations.

- In addition to the general standards stipulated in Clause 1, Article 6 of Decree 141/2020/ND-CP, nominees nominated for university enrollment must meet the following specific standards:

+ Graduated from high school;

+ Conduct rating in all high school years must be good;

+ Academic performance in the final year of high school must be fairly good or higher;

+ Having studied for a full 03 years and graduated from high school at a school within the prescribed admission area or at a boarding high school for ethnic students.

- In addition to the general standards stipulated in Clause 1, Article 6 of Decree 141/2020/ND-CP, nominees nominated for college enrollment must meet the following specific standards:

+ Graduated from high school;

+ Conduct rating in all high school years must be good;

+ Academic performance in the final year of high school must be average or higher;

+ Having studied for a full 03 years and graduated from high school at a school within the prescribed admission area or at a boarding high school for ethnic students.

- In addition to the general standards stipulated in Clause 1, Article 6 of Decree 141/2020/ND-CP, nominees nominated for intermediate enrollment must meet the following specific standards:

+ Graduated from secondary school or high school;

+ Conduct rating in all final year studies must be fairly good or higher;

+ Academic performance in the final year of high school must be average or higher;

+ Having studied for a full 04 years and graduated from secondary school or studied for a full 03 years and graduated from high school at a school within the prescribed admission area or at a boarding high school for ethnic students.

- Priority in nomination enrollment

Nominees who fully meet the nomination enrollment standards stipulated in Clauses 1, 2, 3, and 4, Article 6 of Decree 141/2020/ND-CP if falling into any of the following cases will be given priority in nomination enrollment in university, college, and intermediate levels in the following order:

+ Children of martyrs, war invalids, sick soldiers, people with certificates of enjoying policies like war invalids;

+ Studied at boarding high schools for ethnic students;

+ Passed university, college, intermediate entrance exams in the year considered for nomination enrollment;

+ Won prizes in excellent student competitions from district level upwards;

+ If the learner is eligible for multiple simultaneous priorities, only the highest priority in nomination enrollment will be applied.

What are the rights and obligations of nominees under the nomination policies in Vietnam?

Based on Article 5 of Decree 141/2020/ND-CP, the rights and obligations of nominees under the nomination policies are as follows:

- Nominees under the nomination policies have the following rights:

+ Receive complete information about the nomination policies;

+ Be awarded scholarships, tuition exemptions, and other preferential policies according to the current regulations of the State during the training period;

+ Have their enrollment applications received and be assigned jobs after graduation.

- Nominees under the nomination policies have the following obligations:

+ Commit before nomination and comply with the commitment to return to work in the locality after graduation;

+ Comply with legal regulations and rules, regulations of educational institutions; complete the training program as stipulated in Article 9 of Decree 141/2020/ND-CP;

+ Reimburse the scholarship, training costs if subject to the cases stipulated in Article 13 of Decree 141/2020/ND-CP.
