According to the regulations in Section 3 of the Regular Retraining Program for Teachers of General Education Institutions issued together with Circular 17/2019/TT-BGDDT, Module 8 on the building of school culture in general education institutions is regulated as follows:
(1) retraining requirements according to the Standard: building of an educational environment.
(2) Main contents of the module:
- The necessity of the building of school culture in general education institutions.
- Core values and methods to develop school culture in General Education Institutions.
- Some measures to build a healthy cultural environment in schools within General Education Institutions.
(3) Implementation time: 20 periods (8 theoretical periods, 12 practical periods)
(4) Required outcomes:
- Analyze the necessity, and core values (classroom behavior culture, school behavior culture, etc.); Methods to build and develop school culture in General Education Institutions;
- Apply some measures to build a healthy cultural environment in schools; Apply some measures to build and develop friendly relationships among students in General Education Institutions;
At the same time, create a friendly atmosphere with colleagues in implementing teaching and educational plans in General Education Institutions; Educating on the preservation and promotion of culture, reflecting regional, and ethnic identity;
- Support colleagues in building a healthy cultural environment in General Education Institutions.

What are the criteria for building school culture according to professional title standards of teachers in Vietnam?
Based on Clause 2, Article 6 of Circular 20/2018/TT-BGDDT regulating professional title standards of teachers in general education institutions promulgated by the Minister of Education and retraining, the criteria for building school culture according to professional title standards of teachers in Vietnam are as follows:
- Qualified: Fully implement the school's regulations and cultural behavior rules as prescribed;
- Rather Good: Propose effective measures for implementing the school's regulations and cultural behavior rules as prescribed; have solutions to handle promptly, and effectively any violations of the regulations, and cultural behavior rules in the classroom and throughout the school within their scope of responsibility (if any);
- Good: Be an exemplary role model, sharing experiences in building a healthy cultural environment in schools.

Participants
The Regular Retraining Program for teachers in general education institutions is applicable to teachers currently teaching in primary schools, lower secondary schools, upper secondary schools, schools with multiple educational levels, specialized schools, boarding and semi-boarding ethnic secondary schools (hereinafter referred to as general education institutions).
According to Section 3 of the Regular Retraining Program for Teachers of General Education Institutions issued together with Circular 17/2019/TT-BGDDT:
Program Contents
The Regular Retraining Program for teachers in general education institution includes retraining according to job position requirements; mandatory yearly professional knowledge and skills retraining, including:
1. The retraining program updates professional knowledge and skills to meet the requirements of the school year tasks for levels of general education (referred to as retraining Program 01): The Ministry of Education and retraining specifies the yearly retraining contents on the policies for developing general education, general education programs, and the contents of the subjects and educational activities in the general education program.

The retraining program to develop professional competence according to job position requirements (referred to as retraining Program 03): teachers in general education institution can choose retraining modules to develop professional qualities and competencies that meet job position requirements. The number of elective modules must ensure the retraining duration as specified in Clause 2, Section IV of this Program. Retraining modules include:
