What is student streamlining according to the law in Vietnam?

Currently, the law does not stipulate student streamlining; however, there are regulations on educational streamlining based on Clause 2, Article 9 of the Education Law 2019 which is about organizing educational activities based on career orientation in education.

The work of streamlining in education creates conditions for students who graduate from secondary and high school to continue studying at higher levels or to follow vocational education or join the workforce in line with their individual abilities, specific conditions, and societal needs, contributing to the regulation of the occupational structure of the labor force in accordance with the developmental requirements of the country.

Furthermore, according to Sub-section 1, Section 1, Article 1 of Decision 522/QD-TTg 2018, the Scheme "Career Education and Orientation for Streamlining Students in General Education for the period 2018 - 2025" is as follows:

Approval of the Scheme "Career Education and Orientation for Streamlining Students in General Education for the period 2018 - 2025" (hereinafter referred to as the Scheme) with the following main contents:

I. OBJECTIVES OF THE SCHEME

1. General objectives

To create breakthroughs in the quality of career education in general education, contributing to a strong shift in the work of streamlining students after secondary and high school into vocational education at levels that meet the economic and social development requirements of the country, localities, and the demand to enhance the quality of national human resource training, integration regionally and internationally.

Therefore, from the above regulations, student streamlining is the allocation and creation of conditions for students to continue learning at the next level after completing one educational stage, based on their abilities, strengths, and personal aspirations as well as actual conditions and market workforce demands.

What are the orientation goals for student streamlining in general education for the period 2018 - 2025 in Vietnam?

Based on Section 2, Article 1 of Decision 522/QD-TTg 2018, the Scheme "Career Education and Orientation for Streamlining Students in General Education for the period 2018 - 2025" is as follows:

[1] Enhancing awareness about career education and orientation for student streamlining in general education

- Innovate and strengthen propaganda work to raise awareness of educational management agencies at all levels, general education institutions, parents, and students, as well as various social classes, about the significance and importance of career education and orientation for student streamlining in general education;

- Integrate the tasks of career education and orientation for student streamlining into the socio-economic development directives and plans of each locality;

- Establish an information portal about career education and orientation for student streamlining; form a database on careers, labor market, and related information and data on industries; describe industries and provide labor recruitment and usage information corresponding to each region and area; connect general education schools with human resource forecasting agencies, professional associations, trade and business associations, higher education institutions, vocational institutions, and businesses;

- Intensify the organization of propaganda activities about career education and orientation for student streamlining for general education students such as: Advisory and orientation days; career exploration contests; interactive activities involving students, teachers, education management staff with scientists, managers, entrepreneurs.

[2] Innovating content, methods, and forms of career education in general education schools

- Develop pilot models of career education and student streamlining orientation in general education in some representative localities for economic regions, applying advanced career orientation methods with the participation of vocational institutions and businesses;

- Promote the application of information technology in exchanging experiences in career education, student streamlining, labor demand, and the labor market.

[3] Supplementing and completing legal documents on career education and orientation for student streamlining in general education

- Issue criteria to evaluate the implementation of career education in general education institutions; standards for selecting personnel responsible for career guidance in general education schools;

- Issue technical standards and criteria for facilities, equipment for teaching career education in general education institutions;

- Research to supplement and complete policies creating favorable conditions for students to transfer between training levels and move on to higher levels of education;

- Research and supplement policies for students pursuing vocational training, supporting funds for ethnic minority students, poor students, policy beneficial students, students continuing their studies at vocational education institutions after graduating from secondary school.

[4] Mobilizing social resources both domestically and internationally to participate in career education and orientation for student streamlining in general education

- Enhance the participation of vocational institutions and businesses in developing programs, materials, and evaluating the outcomes of career education to meet labor market requirements;

- Formulate mechanisms to coordinate between general education institutions and higher education institutions, vocational institutions, production and business establishments to exploit and use facilities, teaching equipment to serve career education and orientation for student streamlining in general education;

- Encourage and create conditions for organizations and individuals, both domestically and internationally, to invest in facilities and teaching equipment for career education for general education students.

[5] Strengthening the management of career education and orientation for student streamlining in general education

- Develop and effectively utilize a dedicated page on career education and orientation for student streamlining on the education and training management system;

- Form a part-time management and monitoring department for career education and orientation for student streamlining at education management levels and general education institutions;

- Regularly monitor and evaluate the quality of career education and orientation for student streamlining nationwide and in localities.

When will the summary of the Scheme "Career Education and Orientation for Streamlining Students in General Education for the period 2020 - 2025" in Vietnam take place?

In Sub-section 2, Section 3, Article 1 of Decision 522/QD-TTg 2018, the Scheme "Career Education and Orientation for Streamlining Students in General Education for the period 2018 - 2025" is as follows:

- Continue supporting the construction of facilities at some pilot education institutions and training management staff, teachers undertaking career education in general education schools;

- Maintain and perfect the activities implemented in the period from 2018 to 2020;

- Supplement and adjust some activities (if necessary) in line with the general requirements, contributing to improving the quality and effectiveness;

- Summarize the Scheme at the end of 2025.

Therefore, the summary of the Scheme "Career Education and Orientation for Streamlining Students in General Education for the period 2020 - 2025" will take place at the end of 2025.
