Under Article 17 of Circular 20/2023/TT-BGDDT regulating the norms of upper secondary school teachers:
Norms of personnel in professional positions
1. Position of upper secondary school teachers:
a) Upper secondary schools are allowed a maximum of 2.25 teachers per class;
b) Boarding ethnic secondary schools are allowed a maximum of 2.4 teachers per class;
c) Specialized upper secondary schools: Specialized classes are allowed a maximum of 3.1 teachers per class;
d) Upper secondary schools, after calculating the number of students per class as stipulated in Clause 2, Article 3 of this Circular or Clause 4, Article 3 of this Circular, can allocate an additional 01 teacher for every 17 students in schools in Region 1, 20 students for schools in Region 2, or 22 students for schools in Region 3.
2. Position for equipment and experiment personnel:
a) Specialized upper secondary schools are allowed a maximum of 04 people;
b) Boarding ethnic secondary schools are allowed a maximum of 02 people;
c) Other upper secondary schools are allowed 01 person.
3. Position for personnel in charge of academic affairs:
a) Boarding ethnic secondary schools and specialized upper secondary schools are allowed a maximum of 02 people. Boarding ethnic secondary schools, based on scale, nature, and actual conditions, can contract additional people for student management tasks; based on scale, nature, and actual conditions, Boarding ethnic secondary schools determine the number of employment contracts and submit for the competent authority’s approval;
b) Other upper secondary schools are allowed 01 person;
c) If unable to allocate personnel, employment contracts or assignments of teachers and personnel with concurrent duties can be arranged.
4. Position for student consultant: Each upper secondary school is assigned 01 person. If unable to allocate personnel, teachers with concurrent duties or employment contracts can be arranged.
5. Position for personnel supporting education for students with disabilities:
a) For schools for students with disabilities at the upper secondary school level: 01 person for every 15 students with disabilities;
b) For upper secondary schools with inclusive education for students with disabilities: If the school has fewer than 20 students with disabilities, 01 person is assigned; if the school has 20 students with disabilities or more, a maximum of 02 people can be assigned;
c) If unable to allocate personnel, employment contracts or assignments of teachers and personnel with concurrent duties can be arranged.
Thus, the maximum number of upper secondary school teachers assigned to a class is as follows:
- Upper secondary schools: A maximum of 2.25 teachers per class;
- Boarding ethnic secondary schools: A maximum of 2.4 teachers per class;
- Specialized upper secondary schools: Specialized classes are allowed a maximum of 3.1 teachers per class.
Note: if the number of students is excessive, an additional teacher can be assigned for every 17 students in Region 1 schools, 20 students in Region 2 schools, or 22 students in Region 3 schools.

2. Vice principal: the number of vice principals is prescribed according to the regulations on the number of deputy positions in Decree 120/2020/ND-CP.

How many is the number of personnel holding shared professional positions in upper secondary schools in Vietnam?
According to Article 18 of Circular 20/2023/TT-BGDDT regulating the norms of personnel holding shared professional positions in upper secondary schools:
(1) Library, office administration positions:
- Boarding ethnic secondary schools are allowed a maximum of 03 people;
- Specialized upper secondary schools are allowed a maximum of 04 people;
- Other upper secondary schools are allowed a maximum of 02 people.
(2) Clerks, cashiers, accountants:
- Boarding ethnic secondary schools and specialized upper secondary schools are allowed a maximum of 03 people;
- Other upper secondary schools are allowed a maximum of 02 people;
- Boarding ethnic secondary schools with a scale of over 400 students or upper secondary schools with 40 classes or more are assigned an additional 01 person.
(3) Positions not assigned within the personneling norms
Employment contracts may be concluded or assignment of teachers and personnel with concurrent duties may be conducted. Upper secondary schools, based on job nature, workload, and actual conditions, determine positions, the number of personnel for each position, and concurrent duties as appropriate.
