What is the guidance on preparing the achievement report for end-of-year commendations applicable to teacher collectives in Vietnam?

Preparing the achievement report for end-of-year commendations applicable to teacher collectives in Vietnam is guided in Appendix I of Decree 98/2023/ND-CP as follows:

(1) Record the province/municipality where the collective's headquarters is located.

(2) Clearly state the form of the requested award: Do not combine the award decision-making authority of the President with the Prime Minister of the Government of Vietnam. Separate submissions by each type of award; propose awards for the Gold Star Order, Ho Chi Minh Order, National Emulation Fighter title, state honorary title, Ho Chi Minh Prize, and State Prize.

(3) Main characteristics of the unit, locality:

For business entities, financial status must be mentioned: Total fixed capital, working capital; capital sources (budget, self-financed, bank loans, etc.).

(4) Achievements obtained:

- Achievement report:

+ Continuously for 25 years or more up to the time of proposal for the Gold Star Order;

+ Continuously for 10 years or more up to the time of proposal for the Ho Chi Minh Order, Independence Order, Military Exploit Order;

+ Continuously for 5 years or more up to the time of recommendation for the National Defense Order, Labor Order;

+ Continuously for 5 years or more up to the time of proposal for the Diploma of Merit of the Prime Minister of Vietnam;

+ 1 year for the Emulation Flag of the Government of Vietnam, the Emulation Flag of ministries, departments, and central or local authorities, and a Certificate of merit;

+ 1 year for Excellent Labor Collectives, Advanced Labor Collectives;

+ 2 consecutive years for the Diploma of Merit from ministries, departments, and central or local authorities.

(5) Depending on the form of the proposed award, state the basic criteria in the political task performance of the unit (comparing during the period considering the achievement reward), for example:

- For schools: The report must clearly show results of organizational and school management work; team development; finance, facilities, and teaching equipment; educational activities and education results; scientific research, and international cooperation (for training institutions), compared to the period before the reward.

(6) Implementation of the CPV's guidelines, the policies and laws of the State; care for the lives of staff, and employees; social and charity activities...

(7) Party and organizational development work:

State the role, activity results, and classification of party and organizational structures (record the number, date, month, and year of the certification or recognition decision).

(8) State the emulation titles and forms of commendation already awarded by the Communist Party of Vietnam, the State, ministries, departments, and central or local authorities (clearly state the decision number, date, month, and year of the signed decision).

What are the bonus principles for commended collectives in Vietnam?

According to Article 53 of Decree 98/2023/ND-CP, the bonus principles for commended collectives in Vietnam are as follows:

- Bonuses for commended individuals, collectives, and households shall be calculated based on the base salary stipulated by the Government of Vietnam and effective at the time of decisions on recognition of emulation titles or decisions on commendation forms.

- Bonuses shall be rounded to tens of thousands of VND after being multiplied by the base salary coefficient.

- The higher the emulation titles and commendation forms, the higher the bonuses.

- In the same commendation form or level, the bonuses for collectives shall be higher than those for individuals.

- An entity with many different emulation titles gained in different periods shall receive bonuses for respective emulation titles.

- An entity with many different commendation forms gained in different periods or by different achievements shall receive bonuses for respective commendation forms.

- An entity that is recognized for its emulation titles and receives decisions on commendation forms simultaneously shall receive bonuses for such emulation titles and commendation forms.

- If salary reform policies are implemented, the Government of Vietnam shall stipulate regulations on emulation and commendation funds and bonuses for emulation titles and commendation forms awarded to individuals, collectives, and households.
