According to Article 35 of the Law on Education 2019, the levels of vocational education are stipulated as follows:
Levels of Vocational Education Training
Vocational education trains at the primary, intermediate, college levels, and other vocational training programs for learners, meeting the direct human resource needs in production, business, and services.
There are 03 levels of vocational education training:
- Primary level
- Intermediate level
- College level
Thus, vocational education does not provide undergraduate programs.

What education programs do vocational education institutions in Vietnam provide?
Based on Article 23 of the Vocational Law on Education 2014, the organization of education programs in vocational education is as follows:
Duties and Powers of Public and Private Vocational Education Institutions
1. Develop strategies and development plans for the vocational education institution.
2. Organize training for vocational education levels as prescribed below:
a) Vocational education centers organize primary-level training, general vocational training, and career counseling for students according to the general education program;
b) Intermediate schools organize intermediate-level and primary-level training;
c) Colleges organize training at the college, intermediate, and primary levels.
3. Organize regular training according to Section 2, Chapter III of this Law.
4. Autonomously recruit and manage students.
5. Publicize training objectives, programs; conditions ensuring teaching and learning quality; tuition fees and tuition fee exemptions and reductions; results of quality accreditation; qualification systems of the vocational education institution; job positions after graduation and measures to monitor and supervise training quality.
6. Conduct teaching and learning according to training objectives and programs; award vocational education diplomas and certificates to learners; organize for learners to study, practice, and intern at enterprises through contracts with enterprises.
7. Use foreign training programs recognized for quality by reputable foreign or international education and training institutions to perform training tasks according to the law.
8. Cooperate in domestic training activities; cooperate in educational training activities with foreign institutions according to this Law and relevant laws.
9. Mobilize, manage, and use resources according to the law.
10. Develop and invest in training facilities and equipment per the requirements of standardization and modernization.
11. Recruit, utilize, and manage teachers, managers, public employees, and workers; organize for teachers to practice production at enterprises to update and enhance professional skills; organize for teachers, public employees, workers, and learners to participate in social activities.
12. Perform quality assurance and accreditation according to regulations.
13. Provide free educational and employment counseling for learners.
14. Establish enterprises and conduct scientific, technological, production, business, and service activities according to the law.
15. Incorporate teachings on language, customs, habits, related laws of the countries where workers go to work, and related Vietnamese laws into the training program for workers going abroad.

- Vocational education centers organize primary-level training, general vocational training, and career counseling for students according to the general education program;
- Intermediate schools organize intermediate-level and primary-level training;
- Colleges organize training at the college, intermediate, and primary levels.
What are the requirements for vocational education training programs at different levels in Vietnam?
Based on Article 34 of the Vocational Law on Education 2014, the training programs for vocational education levels must meet the following requirements:
- Express training objectives for primary, intermediate, and college levels; stipulate knowledge and skill standards of graduates; specify the scope and structure of content, training methods, and forms; assess learning outcomes of each module, credit, subject, specialty, or profession for each level;
- Ensure scientific, modern, systematic, practical, flexible nature meeting labor market changes; reasonably distribute time between knowledge and professional skills; ensure continuity between vocational education levels and other education programs in the national education system;
- Periodically review, update, and supplement to fit the technological advancements in production, business, and services.
