Principals of secondary schools and colleges
1. The principal of a secondary school or college is the head of the secondary school or college, representing the school before the law, responsible for managing the school's activities. The principal's term of office is 05 years. The principal is appointed and reappointed according to the term and not more than two consecutive terms.
The principal of a public secondary school or college is the account holder, responsible before the law for all financial and asset management of the school.

4. The authority to appoint, recognize, dismiss, and remove the principal of secondary schools and colleges is stipulated as follows:
a) The Minister, head of an equivalent agency, head of an agency under the Government of Vietnam, chairman of the Provincial People’s Committee, head of a socio-political organization appoints, dismisses, and removes the principal of public secondary schools or colleges directly under their management;
b) The chairman of the Provincial People’s Committee recognizes and does not recognize the principal of private secondary schools in the area upon the recommendation of the board of trustees;
c) The head of the central state management agency in charge of vocational education recognizes and does not recognize the principal of private colleges upon the recommendation of the board of trustees.
5. The procedures for appointing, recognizing, dismissing, and removing the principal of secondary schools and colleges are stipulated in the charter for secondary schools and colleges.
The Minister, head of an equivalent agency, head of an agency under the Government of Vietnam, chairman of the Provincial People’s Committee, head of a socio-political organization has the authority to appoint the principal of a public vocational college.
In addition, for the principal of a private vocational college, the head of the central state management agency in charge of vocational education recognizes and does not recognize the principal of private colleges upon the recommendation of the board of trustees.

4. The chairman of the school council is appointed, dismissed, and removed by the head of the competent state agency. The standards for the chairman of the school council are the same as those for the principal stipulated in Clause 2 Article 14 of this Law.
5. The term of office of the school council is 05 years and according to the term of office of the principal. The school council works on the basis of collective principles, deciding by majority.
6. The authority, procedures for establishment, number, organizational structure, specific tasks, and powers of the school council; tasks and powers of the chairman, secretary of the school council; the appointment, dismissal, and removal of the chairman and members of the school council are stipulated in the charter for secondary schools, the charter for colleges, and the organizational and operational regulations of vocational education institutions.
