[1] Training Contents

Guidance on implementing regulations for the assessment and recognition of "Learning Units" according to Circular 24/2023/TT-BGDDT.

Guidance on implementing the assessment criteria set and recognizing "Learning Citizens" for the 2021 - 2030 period issued under Decision 324/QD-KHVN.

Guidance on executing the documentation (directives, decisions, plan construction, reports, forms, etc.) in assessing and recognizing "Learning Units."

[2] Time and Venue

- Time: 8:00 AM, Wednesday, December 11, 2024.

- Venue: Department of Education and Training; No. 68 Le Thanh Ton, District 1, Ho Chi Minh City.

[3] Participants

Representatives of the City’s departments, city authorities, political-social organizations, social-professional societies, and social organizations within the city: each unit nominates 03 representatives.

Leaders of upper secondary schools and multiple-level schools (including upper secondary level), continuing education centers, colleges under authorization management, post-secondary schools under the Department of Education and Training, and other educational institutions under the Department of Education and Training (hereinafter referred to as educational institutions): each unit nominates 01 leader and 01 teacher (staff) responsible for building a learning society, "Learning Citizen," and "Learning Unit."

What are the objectives of assessment and recognition of the "Learning Citizen" and "Learning Unit" titles in 2024?

According to Section 1 of Plan 7612/KH-SGDDT in 2024 Download, the objectives and requirements for training on assessment and recognition of the "Learning Citizen" and "Learning Unit" titles in 2024 are clearly stated:

Training to enhance management skills for officers to update directives from the Prime Minister, the Ministry of Education and Training, and the Vietnam Association for Promoting Education on the Scheme "Building a Learning Society for the period 2021-2030," Campaign "Both Nations build a Learning Society, promote lifelong learning for the period 2023 - 2030," and the assessment and recognition of "Learning Citizens," "Learning Units."

Applying information technology, software, and digital transformation in assessing and recognizing the "Learning Citizen" title.

Organizing training sessions must ensure effectiveness, practicality, and compliance with the regulations of the Ministry of Education and Training and the Vietnam Association for Promoting Education.

What are the criteria for recognition as a Level 1 district-level Learning Unit in Vietnam?

According to Article 6 of Circular 24/2023/TT-BGDDT, the criteria are as follows:

- Criterion 1: Regarding the conditions for building a "Learning Unit"

+ Entry 1: Issue an annual plan for members within the unit to engage in regular learning, and organize, and implement the plan.

+ Entry 2: Fully implement all current training and professional development policies, and have regulations of the unit to encourage and motivate members to actively learn. District-level units that are public nurseries, kindergartens, and nurseries participate in training, improving professional expertise, and providing support for teachers of local private and non-public nursery schools as regulated.

+ Entry 3: Allocate sufficient funds from the annual state budget for training and professional development for members within the unit (for units that are state agencies, public service providers).

+ Entry 4: The district-level unit implements digital transformation; members are equipped with learning tools and devices necessary for working and studying in the digital transformation context.

+ Entry 5: Participate in activities serving lifelong learning for people.

- Criterion 2: Regarding the learning outcomes of members within the unit

+ Entry 1: At least 90% of members adhere to labor discipline, work rules within the unit, and possess a spirit of unity, cooperation, sharing, and exchange.

+ Entry 2: At least 90% of members complete all learning and training programs as regulated by the state or unit and are approved by the unit leaders.

+ Entry 3: At least 90% of members are trained, developed, and participate in digital transformation implementation within the unit.

+ Entry 4: At least 50% of members have certification or a certificate of foreign language or minority language skills to meet job requirements or job positions (excluding members of economic organizations).

+ Entry 5: At least 90% of members achieve the title of "Advanced Worker" (according to the Law on Emulation and Commendation No. 06/2022/QH15) or higher.

- Criterion 3: The impact of building a "Learning Unit"

+ Entry 1: At least 90% of members achieve the title of "Learning Citizen" based on the criteria set and guidance for assessment and recognition of "Learning Citizens" for the period 2021-2030 (issued under Decision No. 324/QD-KHVN dated October 25, 2023, by the Central Executive Committee of the Vietnam Association for Promoting Education, hereinafter referred to as Decision No. 324/QD-KHVN). For units that are Educational Facilities evaluated and recognized at the district level, at least 95% of learners achieve the title of "Learning Citizen" under Decision No. 324/QD-KHVN.

+ Entry 2: District-level units implement activities creating learning environments and knowledge sharing with other units. District-level units that are public nurseries, kindergartens, and nurseries carry out or coordinate professional development training, and support for teachers of local private and non-public nursery schools as regulated.

+ Entry 3: District-level units achieve commendation titles from "Advanced Labor Collective" (according to the Law on Emulation and Commendation No. 06/2022/QH15) or higher.

+ Entry 4: District-level units that are general educational institutions achieve at least the "basic response level" of digital transformation per Decision No. 4725/QD-BGDDT dated December 30, 2022, by the Minister of Education and Training.

+ Entry 5: District-level units that are vocational education institutions achieve quality accreditation of vocational education as per current regulations.
