According to the provisions of Article 2 of Circular 42/2023/TT-BTC regarding the funding sources for the refresher training of leadership officials, it is outlined as follows:
- State budget sources, including:
+ Annual budget estimates for educational - refresher training and vocational activities of the Office of the Central Communist Party;
+ Annual budget estimates for educational - refresher training and vocational activities of the Ho Chi Minh National Academy of Politics;
+ Annual recurrent expenditure estimates of Ministries, central agencies, and localities according to budget decentralization.
- Legal financial sources of agencies and units under Ministries, central agencies, and localities sending officials to study.
- Sponsorships, support, and lawful mobilization from domestic and international organizations, units, and individuals (if any).

Based on Article 4 of Circular 42/2023/TT-BTC, which stipulates the content organization of domestic refresher training classes for officials and public employees as follows:
Short-term refresher training in the country
1. Expense items
a) Expense items as stipulated in point a clause 3 Article 4 of Circular No. 36/2018/TT-BTC dated March 30, 2018 by the Ministry of Finance guiding the estimation, management, use, and settlement of funds for the refresher training and rerefresher training of officials and public employees (hereinafter referred to as Circular No. 36/2018/TT-BTC), which is amended and supplemented in clause 4 Article 1 of Circular No. 06/2023/TT-BTC dated January 31, 2023 by the Ministry of Finance amending and supplementing some articles of Circular No. 36/2018/TT-BTC (hereinafter referred to as Circular No. 06/2023/TT-BTC);
b) Expense items as stipulated in point c clause 3 Article 4 of Circular No. 36/2018/TT-BTC.
Leadership officials attending domestic refresher training are supported with the following items:
The expense items executed by the agency or unit sending officials and public employees for refresher training:
- Heads of agencies or units sending officials and public employees for refresher training use their recurrent expenditure funds and other funds to support officials and public employees with the following items:
- Partial meal support for trainees during their concentrated study period;
- Transportation costs from the agency to the study location (one round trip; public holidays; Tet holidays);
- Accommodation expenses for trainees during the concentrated study period at the refresher training facility (if any);
- Support for female officials or public employees and those from ethnic minorities as per the legal provisions on gender equality and ethnic work.
Agencies or units sending officials and public employees to study do not provide transportation costs or accommodation expenses in cases where the individuals are non-professional actors at the commune level; non-professional actors in hamlets, villages, hamlets, neighborhoods, and residential areas of phường and commune-level towns that have already been supported by the refresher training facilities or units assigned to organize the refresher training classes for officials and public employees according to regulations.
What are principles for management and use of state budget funds for refresher training of leadership officials in Vietnam?
According to the provisions of Article 3 of Circular 42/2023/TT-BTC regarding the principles for managing and using state budget funds, it is specified as follows:
Principles for managing and using state budget funds
1. Educational and refresher training institutions; agencies; organizations; units; individuals assigned to manage and use state budget funds for official refresher training activities specified in this Circular must ensure compliance conformable to the law on the state budget, the correct purposes, policies, standards, and expenditure norms set by competent authorities; and be subject to inspection and control by competent authorities according to legal provisions.
2. Operating funds of the Steering Committee and the Standing Body are allocated in the annual budget estimates for educational - refresher training and vocational activities of the Office of the Central Communist Party (funds for implementing Conclusion No. 39-KL/TW) according to the legal provisions on the state budget, the regulations in this Circular, and the financial management regulations of the Communist Party’s agency (if any); the operating funds of the Steering Committee and the Standing Body are not used for expenditure items that have already been and are being covered by the state budget from the recurrent expenditure funds allocated annually to the Office of the Central Communist Party.
3. The subject groups, conditions, and standards of officials; types of refresher training; topics and research content; countries to visit; and refresher training institutions shall follow Conclusion No. 39-KL/TW, the regulations and guidelines issued by the Steering Committee, and the approval decisions of competent authorities.

4. The Standing Body is responsible for coordinating, organizing inspections, and supervising the management and use of funds in cooperation with refresher training institutions; agencies; organizations; units; and related localities; evaluating and summarizing the outcomes of refresher training as per periodic reports or upon request as per the assigned tasks.
State budget funds for the refresher training of leadership officials are executed according to the following principles:
- Educational and refresher training institutions; agencies; organizations; units; individuals assigned to manage and use state budget funds for official refresher training activities stated in Circular 42/2023/TT-BTC must ensure compliance with the law on the state budget, correct purposes, policies, standards, and expenditure norms set by competent authorities; and be subject to inspection and control by competent authorities according to legal provisions.
