What is clinical pharmacology? What are the contents of clinical pharmacology in Vietnam?

Pursuant to the provisions of Clause 40, Article 2 of the 2016 Law on Pharmacy in Vietnam, the specific clinical pharmacy concept is as follows:

Clinical pharmacology means scientific research and pharmacy practice related to consultancy on reasonable, safe, and effective use of drugs for optimizing the use of drugs.

Thus, clinical pharmacology means scientific research and pharmacy practice related to consultancy on reasonable, safe, and effective use of drugs for optimizing the use of drugs.

At the same time, according to the provisions of Article 80 of the 2016 Law on Pharmacy in Vietnam, the clinical pharmacology contents are as follows:

- Providing consultancy during the compilation of List of drugs at health facilities to ensure reasonable, safe, and effective use of drugs.

- Providing consultancy and supervising the prescription and use of drugs.

- Providing information and instructions on how to use drugs for medical practitioners, drug users, and the public.

- Participate in development of procedures and guidelines for use of drugs and supervise the adherence to such procedures.

- Analyzing, assessing efficacy of drugs at health facilities.

- Participating in monitoring and supervising adverse effects of drugs.

- Participating in scientific research related to reasonable, safe, and effective use of drugs.

Clinical pharmacology activities in pharmacy departments

Pursuant to Article 6 of Decree 131/2020/ND-CP stipulating clinical pharmacology activities in pharmacy departments as follows:

- Give advice on drug list formulation at healthcare establishments for proper, safe and effective drug use.

- Give advice on and supervise prescription and drug use.

- Provide drug use information and instructions for healthcare practitioners, drug users and the community.

- Participate in formulation of instructions and procedures for drug use and supervision of compliance with such procedures.

- Analyze and assess drug use effectiveness at healthcare establishments.

- Participate in drug adverse reactions monitoring.

- Participate in clinical trials and bioequivalence tests at healthcare establishments and other scientific researches on proper, safe and effective drug use.

Clinical pharmacology activities in clinical departments and outpatient departments

Pursuant to Article 7 of Decree 131/2020/ND-CP stipulating clinical pharmacology activities in clinical departments and outpatient departments as follows:

Clinical pharmacologists shall analyze and monitor drug use by patients undergoing medical examination and treatment at healthcare establishments. Clinical pharmacologists shall perform the following tasks for each patient:

- Obtain the following information on the patient from their medical record and face-to-face interviews:

+ Drug history;

+ Summary of available paraclinical test results and clinical information.

- Review the drugs prescribed for the patient during check-in rounds or review physician orders in the medical record and prescriptions, including:

+ Indications;

+ Contraindications;

+ Drug selection;

+ Drug administration: dosage, dosage interval, administration time, administration route, drug use on special patient populations and duration;

+ Important drug interactions;

+ Drug adverse reactions.

- Provide nurses and midwives with directions for use.

- Cooperate with healthcare practitioners in giving advice on what to do when using a drug to the patient.

Clinical pharmacology activities in clinical pharmacology units of healthcare establishments without a pharmacy department

Regarding clinical pharmacology activities in clinical pharmacology units of healthcare establishments without a pharmacy department, they are prescribed in Article 8 of Decree 131/2020/ND-CP as follows:

Clinical pharmacology units of healthcare establishments without a pharmacy department must carry out the clinical pharmacology activities provided for in Point a Clause 2, Clause 3, Point a Clause 4, Clause 6 Article 6 and Article 7 of Decree 131/2020/ND-CP.

Clinical pharmacology activities in pharmacies on the premises of healthcare establishments

According to the provisions of Article 9 of Decree 131/2020/ND-CP stipulating clinical pharmacology activities in pharmacies on the premises of healthcare establishments, including:

- Give advice and information of drugs to drug buyers and users

- Advise and discuss with persons prescribing medications in case of an unsuitable prescription

- Participate in drug adverse reactions monitoring

Who is responsible for deploying clinical pharmacology activities in Vietnam?

Pursuant to the provisions of Article 81 of the 2016 Law on Pharmacy in Vietnam stipulating as follows:

Deployment of clinical pharmacology activities in Vietnam
1. The head of the health facility using drugs shall organize and deploy clinical pharmacology activities in accordance with Article 80 hereof.
2. The chief pharmacist of the drugstore shall deploy clinical pharmacology activities in accordance with Clauses 2, 3, 6 of Article 80 hereof. To be specific:
a) Provide consultancy and information about drugs for drug buyers and drug users;
b) Provide consultancy and discuss with prescribers about unreasonable prescriptions of drugs;
c) Participating in monitoring and supervising of adverse effects of drugs.
3. The Government shall provide for clinical pharmacology activities at health facilities, including military health facilities.

Thus, head of the health facility using drugs shall organize and deploy clinical pharmacology activities in accordance with Article 80 of the 2016 Law on Pharmacy in Vietnam.
