From July 19, 2024, what information must continuing education institutions in Vietnam disclose to ensure quality of their operations?
Based on Clause 1 and Clause 2, Article 10 Circular 09/2024/TT-BGDDT, the conditions for quality assurance in continuing education include:
(1) Information about teaching staff, management staff, and employees:
- Number of teachers, managers, and employees categorized by job positions and training levels;
- Number and percentage of teachers, managers, and employees evaluated annually as per regulations;
- Number and percentage of teachers, managers, and employees completing annual training as per regulations.
(2) Information about facilities:
- Number and area of classrooms, subject-specific rooms, functional rooms, professional rooms according to the center's organizational structure;
- Number of existing teaching devices as per the minimum teaching equipment list for high schools, compared to the minimum requirements as per regulations.
(3) Information about evaluation results and education quality accreditation:
- Results of the self-evaluation of the educational quality of the institution; quality improvement plans post-self-evaluation;
- Results of external evaluations and recognition of achieving educational quality accreditation over time;
- Plans and results of quality improvement post-external evaluation over five years and annually.
(4) Institutions implementing foreign or integrated education programs must additionally disclose the following information:
- Name of the program, the country providing the program, detailed information about the education partner for integrated education programs;
- Name of the agency or organization accrediting the educational quality or the competent foreign authority recognizing the educational quality;
- Language used for educational activities.

What are the objectives of continuing education institutions under the law in Vietnam?
Based on Article 41 of the Education Law 2019, the objectives of continuing education in Vietnam are as follows:
Objectives of continuing education
Continuing education aims to provide opportunities for everyone to work and study simultaneously, continuously, and lifelong learning to develop individual capabilities, complete personality, expand knowledge, raise educational levels, professional skills, to seek employment, create their jobs, and adapt to social life; contribute to building a learning society.
Thus, continuing education institutions aim to achieve the above-stated goals.
What are the regulations on continuing education plans and achievements from July 19, 2024?
Based on Article 11 Circular 09/2024/TT-BGDDT, the continuing education plans and achievements include:
(1) Information about the educational activity plan for the school year:
- The admission plan of the institution, specifying the subjects, targets, admission methods, timelines for admission processes, and related information;
- The educational plan of the institution;
- The educational programs implemented at the institution:
+ List and information of the continuing education programs as prescribed, including: literacy eradication programs; educational programs meeting the learners' needs; knowledge update and skill transfer programs; training and professional capacity enhancement programs; educational programs leading to national education system diplomas;
+ List of cooperative training programs at the university, college, intermediate, and vocational levels, continuing education programs;
- Requirements for cooperation between the institution and families and society for continuing education programs for students under 18 years old;
- Support activities for students' study and living at the institution.
(2) Information about the educational activity results for the previous school year:
- Admission results for the previous school year;
- Total number of students categorized by courses under continuing education programs, cooperative training programs, number of male/female students, students of ethnic minorities, students with disabilities at reporting time;
- For continuing education programs at the lower secondary and upper secondary levels:
+ Statistics on students' study and behavior results by the end of the school year, number of students winning prizes in excellent student exams at the lower secondary and upper secondary levels;
+ Number of students applying for or taking final exams, being recognized as graduates, or completing general education programs; graduation rates at the lower secondary and upper secondary levels;
+ Number of students admitted to vocational education institutions at the lower secondary and upper secondary levels; number of students admitted to universities at the upper secondary level;
+ Employment rate of students one year after graduation from continuing education programs at the secondary level;
Additionally, Clause 3, Article 10 of Circular 09/2024/TT-BGDDT stipulates that institutions implementing foreign or integrated education programs must additionally disclose the following specific information:
- Number of learners currently studying (categorized by the number of Vietnamese students and the number of foreign students).
