Pursuant to Article 24 of Circular 24/2023/TT-BCA, the regulations are as follows:
Depending on the specific case of revoking the vehicle registration certificate and license plates, the dossier for revocation will correspond to that case. Specifically:
(1) For cases of revocation due to vehicles being damaged beyond use, destroyed due to objective reasons, vehicles reaching the end of their useful life, banned from circulation according to the law, stolen vehicles that cannot be recovered, or discarded vehicles, when the vehicle owner requests for the revocation of the registration certificate and license plates, the dossier will include:
- Declaration form for revocation of vehicle registration certificate and license plates;
- Vehicle owner’s documents as stipulated in Article 10 of Circular 24/2023/TT-BCA;
- Vehicle registration certificate;
- License plates;
In the case of direct movement, the vehicle owner is not required to return the license plates unless the vehicle has been registered with 3-digit or 4-digit plates, in which case those plates must be returned;
If the vehicle registration certificate or license plates are lost, the reason must be clearly stated in the declaration form for revocation of vehicle registration certificate and license plates;
(2) For cases of revocation involving: Tax-exempt imported vehicles or temporarily imported vehicles of foreign agencies, organizations, or individuals being re-exported, transferred, or destroyed; Vehicles registered in economic zones as stipulated by the Government of Vietnam when being re-exported or transferred into Vietnam; Vehicles undergoing registration procedures for transfer of ownership or relocation; Vehicles disassembling engine and frame for registration of another vehicle, the dossier will include:
- Declaration form for revocation of vehicle registration certificate and license plates;
- Vehicle owner’s documents as stipulated in Article 10 of Circular 24/2023/TT-BCA;
- Two copies of engine and frame number rubbings;
- Vehicle registration certificate;
- License plates;
In the case of direct movement, the vehicle owner is not required to return the license plates unless the vehicle has been registered with 3-digit or 4-digit plates, in which case those plates must be returned;
If the vehicle registration certificate or license plates are lost, the reason must be clearly stated in the declaration form for revocation of vehicle registration certificate and license plates;
- A copy of the vehicle ownership transfer document as stipulated in clause 2, Article 11 of Circular 24/2023/TT-BCA (except in the case of direct movement).
If the vehicle belongs to a diplomatic representative office, consular office, representative office of an international organization in Vietnam, or a foreign individual who is a member of those offices or organizations, a referral letter from the State Protocol Department (for diplomatic representative offices and international organization representatives) or the Department of Foreign Affairs (for consular offices) is required.
(3) For cases of revocation due to fraudulent vehicle registration documents or findings by competent authorities that the vehicle's engine or frame numbers have been tampered with, altered, re-engraved, or inappropriately issued license plates, no revocation dossier is required, and the vehicle registration office will issue a decision to revoke the registration certificate and license plates.

What are the procedures for revoking vehicle registration certificates and license plates from August 15, 2023?
Pursuant to Article 25 of Circular 24/2023/TT-BCA regarding the procedures for revoking vehicle registration certificates and license plates as follows:
(i) For the full online public service process, in cases where the vehicle is damaged beyond use, destroyed due to objective reasons, the vehicle has reached the end of its useful life and is banned from circulation according to the law, stolen vehicles that cannot be recovered, or discarded vehicles, when the vehicle owner requests for the revocation of the registration certificate and license plates:
- The vehicle owner declares the revocation form for the vehicle registration certificate and license plates on the public service portal and submits the vehicle registration certificate and license plates to the vehicle registration office via postal service;
- Upon receiving and verifying the valid dossier, the vehicle registration office shall issue a certificate of revocation of the vehicle registration certificate and license plates to the vehicle owner on the public service portal.
(ii) For partial online public service process (except cases stipulated in (i)):
- The vehicle owner declares the revocation form for the vehicle registration certificate and license plates on the public service portal; provides the online vehicle registration dossier code and submits the revocation dossier as stipulated in section 1; receives the appointment slip for the vehicle registration result according to regulations;
- Upon receiving and verifying the valid dossier, the vehicle registration office shall issue the certificate of revocation of the vehicle registration certificate and license plates according to regulations; one copy to the vehicle owner; one copy for the vehicle dossier.
In cases of revocation due to tax-exempt imported vehicles or temporarily imported vehicles of foreign agencies, organizations, or individuals being re-exported, transferred, or destroyed; Vehicles registered in economic zones as stipulated by the Government of Vietnam when being re-exported or transferred into Vietnam; Vehicles undergoing registration procedures for transfer of ownership or relocation; Vehicles disassembling engine and frame for registration of another vehicle:
The certificate of revocation of the vehicle registration certificate and license plates must include rubbings of the engine and frame numbers and be sealed by the vehicle registration office on the engine and frame number rubbings.
What are the responsibilities of the vehicle registration office and registration officers?
Pursuant to Article 5 of Circular 24/2023/TT-BCA stipulating the responsibilities of the vehicle registration office and registration officers as follows:
- Receive, verify vehicle dossiers, inspect the actual vehicle, rub engine and frame numbers, and digitize vehicle dossiers into the vehicle registration and management system.
- In cases where vehicle dossiers and electronic data ensure conformity, proceed with vehicle registration. If the procedures do not meet the regulations, provide specific, complete guidance, record the content of guidance on the Guidance Slip and take responsibility for the contents of that guidance.
- During the process, registration officers must adhere strictly to the People's Police regulations, maintain appropriate conduct, and respect the People. Comply with the regulations of Circular 24/2023/TT-BCA and other relevant legal provisions concerning vehicle registration.
- It is strictly forbidden to introduce additional vehicle registration procedures contrary to the regulations in Circular 24/2023/TT-BCA.
