Vietnam: Are CPV members allowed to pay higher CPV membership fees than the prescribed level?
Based on Subsection 6, Section 1, Part B of the Regulations on Party fee policies issued with Decision 342-QD/TW of 2010 regulating the subjects and monthly Party fee payment levels of CPV members as follows:
Subjects and monthly Party fee payment levels of CPV members
The monthly income of CPV members for calculating Party fee payments includes: salary, certain allowances; wages; livelihood allowances; other income. CPV members who can determine regular income pay Party fees according to a percentage (%) of their monthly income (excluding personal income tax deductions); CPV members who cannot determine their income are prescribed a specific monthly payment level for each type of subject.
...
6- Encourage CPV members of all the above categories to voluntarily pay CPV membership fees higher than the specified level, but it must be agreed upon by the Party committee.
CPV members with especially difficult circumstances, if they request exemption or reduction of CPV membership fees, the Party cell considers and reports to the grassroots Party committee for a decision.
Thus, according to regulations, it is highly encouraged for CPV members of all categories to voluntarily pay higher CPV membership fees than the prescribed level, however, paying dues higher than the set level must be agreed upon by the Party committee.
