(1) On political ideology
- Stay firm with Marxism-Leninism, Ho Chi Minh's ideology, the Party's renovation path, the goals of national independence and socialism; take the lead in fighting against manifestations of political, ethical, lifestyle degeneration.
- Exemplary in implementing, propagating and defending the Party's guidelines, policies, laws of the State; willing to sacrifice personal interests for the common interests of the Party, State, and the people.
(2) On ethics, lifestyle, style
- Strictly abide by the Central Committee's regulations on what members of Communist Party of Vietnam must not do and the Central Inspection Commission's guidance on implementing these regulations.
- Lead in combating bureaucracy, corruption, waste; take responsibility when corruption, waste, negativity occurs in managed, supervised organizations, and determine to rectify, overcome.
- Exemplify modesty, simplicity; style to engage deeply with practical reality, close to understanding the legitimate aspirations of the masses, especially in work organizations, agencies, and places of residence.
- Firmly reject gift acceptance with self-interested motives under any form; do not let family members exploit their position and influence for personal gain.
(3) On self-critique and critique
- Leaders must be self-critical and critique role models for subordinates to follow.

What are regulations on the management and use of membership fees of the Communist Party of Vietnam?
Based on sub-item 2, Section 2, Part B Decision 342-QD/TW 2010 stipulating the management and use of membership fees as follows:
- membership fees retained at each level are used to balance Party work operation funding at that level. For district-level party committees, provincial, centrally governed cities, the Central Military Party Committee, Central Public Security Party Committee, and central-level party finance agencies, collected membership fees retained are not included in regular expenditure norms of agencies, units but form a reserve fund of the Communist Party at that level; the reserve fund is used to supplement Party committee activities expenses, support activity funding for directly subordinate party organizations facing difficulties; party committees decide expenditure from the reserve fund.
