Based on Article 6 of Circular 32/2024/TT-BGTVT (effective from January 1, 2025), stipulating the principles for determining specific levels of road user charges as follows:
- The fee for each time a vehicle uses road services (trip fee) shall not exceed the maximum fee for each type of vehicle as decided by the Minister of Transport on the maximum fee levels for road use services.
- The monthly fee is collected for a vehicle passing a toll station within a period of 30 days. The monthly fee is calculated as 30 (thirty) times the stipulated trip fee.
- The quarterly fee is collected for a vehicle passing a toll station within a period of 90 days. The quarterly fee is calculated as three (3) times the monthly fee with a 10% discount.

What are cases of exemption from road user charges in Vietnam from January 1, 2025?
Based on Article 3 of Circular 32/2024/TT-BGTVT (effective from January 1, 2025), stipulating the subjects exempt from road user charges from January 1, 2025, as follows:
- Ambulances.
- Fire trucks belonging to the Fire Prevention and Fighting and Rescue Police force and fire trucks of other forces mobilized for firefighting duties with priority signals as prescribed by law.
- Agricultural and forestry machinery, including: plows, harrows, cultivators, weeders, threshers.
- Specialized defense vehicles, including vehicles with red license plates and white embossed numbers and letters equipped with specialized defense equipment, vehicles on emergency tasks using priority signals as prescribed by law in emergency situations.
- Specialized vehicles of units within the organizational system of the People's Police force, including:
+ Traffic patrol cars of the traffic police featuring a rotating light on the car roof and the words "TRAFFIC POLICE" on both sides of the vehicle;
+ Cars of Police 113 with the words "POLICE 113" on both sides of the vehicle;
+ Mobile police cars with the words "MOBILE POLICE" on both sides of the vehicle;
+ Transport vehicles with seats in the police force's task execution compartment;
+ Vehicles transporting prisoners, and other specialized vehicles of the People's Police force for rescue and relief operations;
+ Specialized vehicles (satellite communication vehicles, armored vehicles, anti-terrorism and anti-riot vehicles, and other specialized vehicles of the People's Police force);
+ Vehicles of the police force on urgent tasks using priority signals prescribed by law.
- Specialized vehicles for funeral services, including:
+ Vehicles specifically designed for funeral services (including hearses and refrigerated trucks for corpse storage and transport);
+ Vehicles serving funeral services (including vehicles accompanying hearses, flower cars, image procession vehicles) used exclusively for funeral activities bearing registration certificates in the name of funeral service units. Funeral service units must declare that such vehicles are only used for funeral activities to the e-payment service provider (specifying the number of vehicles and license plates).
- Convoys escorted by traffic police vehicles.
- Defense force vehicles conducting drills, troop maneuvers, transporting weapons, and equipped with special military escort vehicles.
- Police and defense force cars using nationwide road tickets as prescribed.
- Vehicles for dyke protection, vehicles on urgent tasks for flood and storm prevention as mobilized by competent authorities.
- Vehicles on tasks transporting medicines, machinery, equipment, materials, and goods to disaster-stricken areas or epidemic zones as prescribed by law during a major disaster or dangerous epidemic emergency.
- Motorbikes, mopeds, and rudimentary vehicles.
