On February 18, 2025, the National Assembly officially voted to pass Resolution 176/2025/QH15 on the organizational structure of the Government of Vietnam for the 15th National Assembly term.

According to Article 1 of Resolution 176/2025/QH15, the organizational structure of the Government of Vietnam for the 15th National Assembly term includes 14 Ministries and 3 ministerial-level agencies, as follows:
- 14 Ministries include:
+ Ministry of National Defense;
+ Ministry of Public Security;
+ Ministry of Foreign Affairs;
+ Ministry of Home Affairs;
+ Ministry of Justice;
+ Ministry of Finance;
+ Ministry of Industry and Trade;
+ Ministry of Agriculture and Environment;
+ Ministry of Construction;
+ Ministry of Culture, Sports and Tourism;
+ Ministry of Science and Technology;
+ Ministry of Education and Training;
+ Ministry of Health;
+ Ministry of Ethnic and Religious Affairs.
- 3 ministerial-level agencies include:
+ State Bank of Vietnam;
+ Government Inspectorate;
+ Government Office.
Thus, the Government of Vietnam has a total of 17 Ministries and ministerial-level agencies from February 18, 2025.
Note: Resolution 176/2025/QH15 is effective from February 18, 2025, in which the Ministries and ministerial-level agencies specified in Article 1 of Resolution 176/2025/QH15 officially operate from March 1, 2025.

The organizational structure of the Government of Vietnam for the 15th National Assembly term includes 14 Ministries and 3 ministerial-level agencies:
- Ministry of National Defense;

- Ministry of Foreign Affairs;
- Ministry of Home Affairs;
- Ministry of Justice;

Thus, the Ministry of Finance currently remains part of the Government of Vietnam.
What are the duties of the Ministry of Finance of Vietnam in tax, fee, and charge management?
Based on Clause 6, Article 2 of Decree 14/2023/ND-CP, the duties of the Ministry of Finance in managing taxes, fees, and charges are as follows:
- Uniformly manage, direct, and inspect the organization of tax collection, fee, charge, and other revenue collections of the state budget according to the legal regulations applicable to tax, customs authorities, and other agencies assigned by the state to collect fees, charges, or other state budget revenues;
- Preside, cooperate with relevant agencies to propose, submit for approval, and guide the implementation of legal documents about taxes, fees, charges, land levies, land and water surface lease money, house leasing, and sales money owned by the state, registration fees, and other state budget revenues as prescribed by law;
- Decide within their authority or submit to the Prime Minister of the Government of Vietnam on tax exemption, reduction, refund, collection, debt cancellation, fines, and other state budget revenues or abolish other forms of penalties related to tax law violations, according to the law and emerging issues in the implementation of bilateral or multilateral international treaties on taxes;
- Enact regulations on procedures and processes for tax, fee, and charge collection and payment, as well as other state budget revenues as prescribed by law; guide procedures related to tax declaration, calculation, payment, tax collection orders, and other related matters;
- Inspect and supervise state budget revenues, the compliance with legal regulations regarding state budget collection and payment, and deal with law violations on taxes, fees, charges, and other state budget revenues under their authority and according to legal provisions;
- Evaluate the suitability of tax, fee, charge policies, and other state budget revenues with existing mechanisms, current policies, and socio-economic conditions in each period to adjust, amend, supplement within their authority or recommend competent authorities to promptly adjust, amend, supplement.
Does the Ministry of Finance of Vietnam have to perform state management functions on state reserves?
Based on Article 1 of Decree 14/2023/ND-CP, which stipulates the position and functions of the Ministry of Finance, as follows:
Position and Function
The Ministry of Finance is an agency of the Government of Vietnam, performing state management functions on: Finance - budget (including: state budget; national treasury; public debt; taxes; fees, charges, and other state budget revenues; state reserves; national financial funds; financial investments; enterprise finance; finance of cooperatives and collective economy; public assets as stipulated by law); customs; accounting; independent auditing; pricing; securities; insurance; financial services, and other services within the scope of the state management of the ministry; perform state ownership representation in enterprises of the ministry as prescribed by law.
Thus, according to the above regulations, the Ministry of Finance must perform the state management function on state reserves.
