1. Standards of training and retraining qualifications for population officials in Vietnam

- Standards of training and retraining qualifications for class II population officials:

+ University degree in public health or higher; If you have graduated from a university in another discipline or higher, you must have a certificate of population official qualification.

+ Having a certificate of training according to the standards of population professional titles (for population titles).

- Standards of training and retraining qualifications for class III population officials:

+ Having graduated from university with major in Public Health; If you graduate from a university in another major, you must have a certificate of population official qualification.

+ Having a certificate of training according to the standards of population professional titles (for population titles).

- Standards of training and retraining qualifications for class IV population officials:

Having a high school diploma in population - health or higher. If you have an intermediate or higher diploma in other majors, you must have a training certificate up to the official population standards or equivalent.

2. Standards of professional competence of population officials in Vietnam

- Standards of professional competence of class II population officials:

+ Understanding the guidelines, guidelines, and policies of the Party and State, legal documents in the field of population - family planning;

+ Having deep and broad knowledge, the ability to work independently, and updating knowledge, new techniques and applications in the field of population - family planning;

+ Having ability to organize work in a scientific way; being capable of detecting and solving professional problems in the field of population - family planning;

+ Capable of formulating programs and plans, having the capacity to synthesize, collect, process, and analyze data in the field of population - family planning;

+ Ability to organize and coordinate with organizations and individuals to carry out population and family planning work;

+ Capable of conducting research, presiding over the development of training materials, and organizing teaching on population - family planning;

+ Capable of leading or participating in the research and development of topics, schemes, projects, or scientific research at the grassroots level or higher;

+ Officials who take the exam or consider promotion from the title of class III population member to the title of class II population member must have held the title of class III population member or equivalent for at least 9 years. If you hold an equivalent professional title, you must have at least 1 year (full 12 months) of experience holding the title of class III population member by the end of the time limit for submitting the application for registration for examination or consideration for promotion.

+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.

- Standards of professional competence for class III population officials:

+ Be aware of the Party and State's policies, legal documents, and guiding documents in the field of population - family planning;

+ Having professional knowledge on population - family planning, capable of working independently to solve problems according to assigned tasks;

+ Having a scientific working method, being able to propose and implement professional solutions;

+ Capable of synthesizing, analyzing, collecting, and processing data on population - family planning;

+ Having ability to coordinate with organizations and individuals to carry out population and family planning work; 

+ Having the capacity to research, participate in developing documents, and participate in teaching professional skills on population - family planning;

+ Public employees who take the exam or consider promotion from the occupation title of class IV population member to the professional title of class III population member must have held the professional title of class IV population member or the equivalent for at least 3 years or more.

In case of holding an equivalent professional title, at least one full year (full 12 months) must have passed since holding the title of a class IV population member by the end of the time limit for submitting the application for registration for examination or consideration for promotion.

+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.

- Standards of professional competence for class IV population officials:

+ Properly understand the policies of the Party and State on population - family planning;

+ Having ability to apply basic knowledge and skills to meet practical requirements in the field of population - family planning;

+ Capable of proactively performing assigned tasks and professional tasks;

+ Capable of collecting data, making books, and updating reports on population - family planning;

+ Having ability to coordinate to carry out population - family planning work;

+ Having the ability to properly present the population and family planning expertise.
