Request by the Government of Vietnam to Issue Guidelines on Land Valuation before August 15, 2023

On August 7, 2023, the Government of Vietnam issued Resolution 124/ND-CP regarding the regular Government of Vietnam meeting for July 2023, which mandates the issuance of guidelines on land valuation before August 15, 2023.

The Government of Vietnam Requests Issuance of Guidelines on Land Valuation by August 15, 2023

Specifically, the Government of Vietnam requests the Ministry of Natural Resources and Environment to preside, in cooperation with relevant agencies and localities, to focus on implementing the following key tasks:

- Strengthen the management of natural resources, and environmental protection; continue to review and submit amendments to the regulations on the conversion of rice cultivation land, protection forest land, special-use forest land, mineral exploitation... to the competent authority, ensuring consistency, efficiency, and meeting the local economic and social development needs.

- Advise and complete mechanisms, policies, and laws on land, particularly the amended Land Law; provide guidance on promptly addressing legal and procedural difficulties related to land, construction materials mining for the implementation of economic-social development projects, and key transportation projects.

Issue guidelines on land valuation by August 15, 2023.

- Closely monitor, forecast, and promptly warn of extreme weather phenomena and dangerous natural disasters, particularly storms, floods, and landslides; provide information to relevant agencies, localities, and residents to proactively direct and effectively respond; inspect and evaluate geological and environmental hazards, determining causes and solutions to ensure the safety of residents.

- Focus on preparing the decree amending and supplementing several articles of Decree 08/2022/ND-CP providing detailed guidance on the implementation of several provisions of the 2020 Environmental Protection Law, to be submitted to the Government of Vietnam in September 2023 following the expedited procedure.

Review and compare documentation, and the progress of the National Marine Spatial Planning Scheme for 2021 - 2030 with relevant regulations. If there are inconsistencies or difficulties, proactively report and propose solutions for competent authorities to consider and decide, and submit them to the Government of Vietnam in the first half of September 2023.
