New Regulations on Standards for Inland Waterway Vehicle Inspectors Performing Level III Inspections

The Minister of Transport issues Circular 02/2024/TT-BGTVT dated February 2, 2024, amending the Circular stipulating the standards, duties, and authorities of leaders, registrars, and professional staff of inland waterway vehicle registration units.

Standards for Inspectors Conducting Grade III Inspections

Circular 02/2024/TT-BGTVT stipulates the standards for inspectors conducting Grade III inspections as follows:

- Hold an associate degree or higher in a field or major relevant to the job position requirements.

- Have completed the training program for inspectors conducting Grade III inspections as specified in point 1.2, Section I of Appendix I, issued together with Circular 49/2015/TT-BGTVT.

- Have undergone at least 12 months of internship in inspection operations at an inspection unit, following the internship program for means under the duties of inspectors conducting Grade III inspections as specified in point 2.2, Section II of Appendix I, issued together with Circular 49/2015/TT-BGTVT.

- Possess basic information technology skills and foreign language proficiency as required by the job position.

- Meet the practical inspection skills and competency requirements for inspectors conducting Grade III inspections before initial recognition.

(Current standards, as per Article 5 of Circular 49/2015/TT-BGTVT (amended and supplemented by clauses 1, 2 of Article 9 of Circular 42/2018/TT-BGTVT) specify the standards for inspectors conducting Grade III inspections as follows:

(1) Possess professional qualifications in one of the following cases:

- Graduated from a technical secondary school or higher in one of the fields of ship hulls, ship engines, ship engineering, or ship mechanics;

- Graduated from a vocational secondary school or higher in one of the fields of ship hulls, ship engines;

- Hold a technical secondary or higher qualification in one of the fields of maritime navigation, internal combustion engines, ship electrical systems, mechanics, dynamic mechanics, automotive mechanics, and have undergone additional general professional training in ship engines or ship hulls as per Program 1 or Program 3 specified in Section III of the Circular's Appendix I.

(2) Have completed the training program for inspectors conducting Grade III inspections.

(3) Internship duration at an inspection unit as follows:

- For those with the professional qualifications specified in points a, b of clause 1, Article 5 of Circular 49/2015/TT-BGTVT, performing duties as specified in point a, clause 2, Article 11 of Circular 49/2015/TT-BGTVT: a minimum of 24 months for those with a secondary or associate degree, or 12 months for those with a bachelor's degree or higher.

- For those with the professional qualification specified in point c of clause 1, Article 5 of Circular 49/2015/TT-BGTVT, performing duties as specified in point b, clause 2, Article 11 of Circular 49/2015/TT-BGTVT: a minimum of 12 months.)

Circular 02/2024/TT-BGTVT takes effect from March 20, 2024.
