On July 10, 2024, the Minister of Finance (Hanoi, Vietnam) issued Circular 47/2024/TT-BTC stipulating the rates, collection, payment, exemption, management, and use of fees for exploitation and use of surveying and mapping data information in Vietnam.
(1) The fee levels for extracting and using surveying and mapping data and information are stipulated in the Fee Schedule issued together with Circular 47/2024/TT-BTC.
(2) In cases where the Minister of Public Security, the Minister of National Defense, or the Chairmen of the People's Committees of provinces and centrally run cities request to extract and use surveying and mapping data and information classified as public property for national defense and security purposes, the fee level will be 60% of the corresponding fees stipulated in the Fee Schedule; except for cases specified at point a, clause 3, Article 3 of Circular 47/2024/TT-BTC.
(3) Exemptions from fees are applied in cases where the Ministers, Heads of ministerial-level agencies, government agencies, or Chairmen of the People’s Committees of provinces and centrally run cities request to extract and use surveying and mapping data and information classified as public property to serve:
(3.1) National defense and security purposes in emergency situations.
(3.2) Natural disaster prevention and control in emergency situations.
The emergency situations stipulated in this clause are determined according to the provisions of the Law on National Defense, the Law on Civil Defense, and relevant laws on natural disaster prevention and control.
Fee Collection Organization and Payers
Fee collecting organizations as stipulated in Circular 47/2024/TT-BTC are state agencies and public service providers authorized to provide surveying and mapping data and information classified as public property according to the laws on surveying and mapping.
Fee payers as stipulated in Circular 47/2024/TT-BTC are organizations and individuals requesting the provision of surveying and mapping data and information classified as public property according to the laws on surveying and mapping.
Circular 47/2024/TT-BTC takes effect in Vietnam from September 1, 2024.
