Ministry of Finance's implementation plan for the National strategy on green growth for the period 2021 - 2030 in Vietnam

Decision 1934/QD-BTC in 2024 has issued the Action Plan of the Ministry of Finance to implement the National Strategy on Green Growth for the 2021 – 2030 period (Details of tasks of each unit according to the appendix attached to Decision 1934/QD-BTC in 2024).

The heads of units under and affiliated with the Ministry of Finance, based on the content of Decision 1658/QD-TTg dated October 1, 2021, of the Prime Minister, and this Decision, are to proactively organize the implementation of tasks; cooperate with relevant units to effectively implement the assigned tasks; be responsible to the Minister of Finance for the execution of tasks, specifically:

- Based on the content assigned in the appendix of Decision 1934/QD-BTC in 2024, develop implementation plans and effectively organize the execution of assigned tasks.

- Based on the status of the assigned tasks, the units must prepare annual reports, mid-term reviews in 2025, and final reviews in 2030 regarding the implementation status and results of the tasks assigned according to this Action Plan, and submit to the Institute of Strategy and Financial Policies (by November 15 each year) for aggregation and submission to the Ministry for approval and send to the Ministry of Planning and Investment for consolidation and report to the Prime Minister (by December 10 each year).

The Office of the Ministry is responsible for monitoring and urging the units to follow the assignments in Decision 1934/QD-BTC in 2024.

- During the implementation process, based on the requirements of the Government, the Prime Minister, the proposal of relevant ministries and central authorities regarding emergency reports on the implementation status and results of the National Strategy on Green Growth, units must report according to the assignments of the Ministry of Finance leadership.

For the assigned tasks, the main implementation of the action plan of the Ministry of Finance to execute the National Strategy on Green Growth for the 2021 – 2030 period includes 08 tasks.

For instance, tasks related to developing and completing institutions, policies, enhancing state management efficiency and effectiveness linked with green growth goals are as follows:

- Complete a comprehensive mechanism, policy, and legal framework to promote economic restructuring associated with a shift towards green growth; integrate green growth into strategies, plans, and socio-economic development plans of sectors, fields, and territories in a manner that enhances inter-sectoral and inter-regional linkages, fosters green industries, reduces greenhouse gas emissions and pollutants, efficiently uses resources, applies circular economy models, enhances climate change resilience and disaster resilience, especially focusing on vulnerable regions.

- Enhance the effectiveness and efficiency of state management in monitoring and evaluating the implementation of the National Strategy on Green Growth and the greening level of the economy.
