Continuing to promote the elimination of temporary and dilapidated houses in Vietnam

To successfully achieve the goal of completing the elimination of temporary and dilapidated housing nationwide by 2025, the Prime Minister of the Government of Vietnam requests following regulations:

- The Ministry of Labor, War Invalids and Social Affairs shall lead, in cooperation with the Central Committee of the Vietnam Fatherland Front, the Ministry of Finance, and the Committee for Ethnic Minority Affairs, to guide, inspect, and urge localities in executing assigned tasks, especially in planning for resource mobilization and utilization, accelerating disbursement progress locally, and promptly consolidating actual difficulties and obstacles. They shall make specific proposals, recommendations, and report to the Central Steering Committee for the implementation of eliminating temporary and dilapidated housing nationwide (Central Steering Committee).

- The Ministry of Finance :

+ Shall submit to competent authorities by November 30, 2024, guidelines for implementing the utilization of funds from the 5% regular expenditure savings of the 2024 state budget to support the elimination of temporary and dilapidated housing (as per the National Assembly's resolution); shall coordinate with the Ministry of Labor, War Invalids and Social Affairs to promptly allocate upon approval.

+ Shall guide businesses on the deductibility of expenses when calculating corporate income tax related to contributions supporting the elimination of temporary and dilapidated housing according to the law, and report to competent authorities on matters beyond their jurisdiction.

- The Ministry of Construction:

+ Shall urgently submit to the Prime Minister of the Government of Vietnam a Decision on support levels for new construction or renovation and repair of housing for those with meritorious service to the revolution, and family members of martyrs; shall lead and coordinate with relevant ministries and agencies to effectively implement the Prime Minister's Decision.

+ Shall guide localities in researching and designing model housing examples that suit the cultural and climatic peculiarities of each locality and region.

- The Committee for Ethnic Minority Affairs and localities shall urgently devise solutions for resolving difficulties and obstacles in housing support implementation within the national target program for socio-economic development in ethnic minority and mountainous areas, and promptly report to Steering Committees at all levels on matters beyond their jurisdiction.

- The People's Committees of provinces and central-affiliated cities:

+ Shall urgently establish and direct the formation of Steering Committees to implement the elimination of temporary and dilapidated housing at local levels (provincial, district, and commune levels) headed by Party Committee Secretaries, with People's Committee Chairpersons and Chairpersons of the Vietnam Fatherland Front at the same level serving as Standing Vice Chairpersons of the Steering Committee; Steering Committee members shall be heads of provincial departments and authorities and related agencies; the Labor, War Invalids and Social Affairs sector shall act as the standing agency; to be completed in November 2024.

+ Shall pay attention to effectively organizing the emulation movement "Joining Hands to Eliminate Temporary and Dilapidated Housing Nationwide in 2025", enhancing information and communication to create societal consensus, especially in mobilizing financial resources and manpower to support the elimination of temporary and dilapidated housing in the area.

+ Shall urgently devise a specific plan, focus on directing the immediate disbursement of supported and mobilized resources to eliminate temporary and dilapidated housing in the area; actively coordinate and work with investors who have pledged support to implement (as per the list provided by the Ministry of Labor, War Invalids and Social Affairs, the standing agency of the Central Steering Committee sent to localities); ensuring promptness, effectiveness, correct purposes, avoiding losses, waste, negativities; strictly handling violations.
